The General contract is to be awarded on a lump sum basis and includes all work as defined in the Contract Documents. All bidder questions must be received no later than Monday, January 6, 2025. The school grounds will be open for inspection daily Monday through Friday from 8:00 AM to 3:00 PM from Monday, December 2, 2024 to Friday, December 20, 2024. Contractors must sign in and obtain a visitor pass at the main Entrance Security Desk prior to any interior or exterior building or site review. A bidder's bond or certified check will be required in the amount of not less than five percent of the Base Bid. The bid bond shall be executed on AIA Document A310, or in the same form, and for a period of not less than 60 days after the bid opening date. Bond or check shall be payable to the School Board of the City of Virginia Beach. The Owner reserves the right to waive informalities and to reject any or all bids. Unless canceled or rejected, a responsive bid from the lowest responsible bidder shall be accepted as submitted, except that if the bid from the lowest responsible bidder exceeds available funds, the Owner may negotiate with the apparent low bidder to obtain a contract price within available funds, as authorized by Section 2.2-4318 of the Code of Virginia.
