The Project Includes the Following Work: Contract 2 This Contract Consists of Various Equipment Improvements and Replacements at the Romney Water Treatment Plant and Intake. It Also Consists of Installing New Underground Control Wiring Running From the Plant to the Intake. [2] Contract #2 - Water Treatment Plant Upgrades 150 / 180 The Work will be substantially completed and ready for final payment after the date when the Contract Times commence to run as listed above. Liquidated damages shall be $1,000 per day. Document info : Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 a.m. to 5:00 p.m., and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Cost does not include shipping charges. Upon Issuing Office's receipt of payment, printed Bidding Documents or electronic documents will be transmitted to the prospective Bidder. The shipping charge amount will depend on the shipping method requested. Instructions to Bidders. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. All Bidders are required to have a West Virginia Contractor's License per Section 30-42-12 of the West Virginia Code. Contractor is required to provide the Drug Free Workplace Certification in accordance with WV Code 21-1D-5. American Iron and Steel Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. The following waivers apply to this Contract: De Minimis, Minor Components, Pig iron and direct reduced iron, and [add project specific waivers as applicable]. Crystalline Waterproofing Additive: Concrete waterproofing system shall be of the crystalline type that chemically controls and permanently fixes a non-soluble crystalline structure throughout the capillary voids of the concrete. The system shall cause the concrete to become sealed against the penetration of liquids from any direction, and shall protect the concrete from deterioration due to harsh environmental conditions. General: Provide expansion control systems of design, basic profile, materials, and operation indicated. Provide units with capability to accommodate variations in adjacent surfaces. 1. Furnish units in longest practicable lengths to minimize field splicing. Install with hairline mitered corners where expansion control systems change direction or abut other materials. 2. Include factory-fabricated closure materials and transition pieces, T-joints, corners, curbs, cross-connections, and other accessories as required to provide continuous expansion control systems. Coordination: Coordinate installation of exterior wall and soffit expansion control systems with roof expansion control systems to ensure that wall transitions are watertight. Roof expansion joint assemblies are specified elsewhere. Compatible hose, clamps, couplings, and splicers suitable for compressed-air service, of nominal diameter indicated, and rated for 300-psig minimum working pressure, unless otherwise indicated. 1. Hose: Reinforced single-wire or double-wire-braid, CR-covered hose for compressed-air service. 2. Hose Clamps: Stainless-steel clamps or bands. 3. Hose Couplings: Two-piece, straight-through, threaded brass or stainless-steel O-ring or gasket-seal swivel coupling with barbed ends for connecting two sections of hose. 4. Hose Splicers: One-piece, straight-through brass or stainless-steel fitting with barbed ends for connecting two sections of hose. Scope of Work: This Section includes the clearing, grubbing, and restoration of the Site including, but not limited to, the following: 1. Clearing, grubbing, and restoration. 2. Protection of designated trees and vegetation. 3. Private fence considerations. 4. Off-site disposal of all material generated by the clearing and grubbing operations. 5. Stripping, stockpiling, and reapplying of topsoil. A. The Owner shall obtain registration under the WV/NPDES General Permit prior to construction. B. The Contractor shall be responsible for implementation and maintenance of all Best Management Practices (BMP) necessary to protect against the transfer of water borne sediment. Any violation shall be the monetary responsibility of the Contractor. C. In general, the Work to be done includes measures necessary to control erosion and sediment control within the construction area to the acceptance of the Public Land Corporation, WV Department of Environmental Protection, Division of Water and Waste Management, and U. S. Army Corps of Engineers. The Contractor is responsible for the implementation of the erosion and sediment control plan, as initially set forth. Erosion and Sediment Control Details have been provided in the construction Drawing detail sheets. D. A meeting shall be arranged by the Engineer between the Contractor and the Department of Environmental Protection prior to construction to assure a proper and smooth implementation of the Erosion and Sediment Control Plan and compliance with the Owner's General Permit registration. E. Related Sections 1. Section 013300 - Submittal Procedures. 2. Section 310513 - Soils for Earthwork. 3. Section 311100 - Clearing, Grubbing and Restoration. 4. Section 312316 - Excavation. 5. Section 312316.13 - Trenching. 1. The Work shall consist of the construction of a dewatering basin or dewatering sump for the purpose of receiving sediment-laden water pumped from a construction Site or structure excavation in order to allow filtration before the water re-enters the waterway. 2. Install pumping system sized adequately to transfer flows at a rate which will not impede sediment removal at a rate no greater than 750 gpm or one-half the maximum specified by the manufacturer. Pumping intake shall be floated and screened. 3. Filter bag shall be utilized at the pumping outlet. Bag shall be made from a non-woven geotextile material sewn with a high strength, double-stitched "J" type seams. Material shall be capable of trapping particles larger than 150 microns. 1. A stone stabilized pad located at points of vehicular ingress and egress on a construction Site. 2. A stone stabilization pad location for materials, equipment, and offices on a construction Project. Scope of Work: The Contractor shall provide the final grading and seeding at all disturbed areas as specified herein within seven calendar (7) days of the last disturbance. If after seven calendar (7) days final grading and seeding has not been completed, temporary seeding and mulching shall be completed as specified in this Section. 1. Material: Engineered Formulated Thermoplastic or Fiberglass Composite. 2. Marker Length: 66" 3. Marker Width: 3.75" - 4" 4. Marker Weight: 2.4 lbs. 5. Standard Decal Length: 13" - 15" 6. Decal Width: 2.75" 7. Refer to Manufacturer recommendations for color chart. All check valves, unless otherwise designated shall be iron body, bronze seat, cast iron disc, type 300 series stainless steel hinge pins, bronze disc seat ring, quiet closing (non-slam), clear-way valves with low head loss and with adjustable springs or lever with shafts of stainless steel.
