Renovation of an educational facility in Martinez, California. Completed plans call for the renovation of a educational facility.

The Capital Projects Management Division, Public Works Department, is requesting Statements of Qualifications from Design-Build Entities (DBE) interested in providing Progressive Design-Build services for the subject project. The estimated project construction costs, including Design-Build A/E Fees, for building, sitework and Owner Allowance is approximately $25,000,000. The County has retained Vanir Construction Management, Inc., for Project and Construction Management support services. This project is a full-building renovation of the existing cafeteria building (HCAi #BLD-03852) to address the following: o HCAi SPC-4D and NPC-4 upgrades o Accessibility compliance upgrades o Replacement of building HVAC and low voltage systems o Building envelope and systems upgrades as required to meet current energy codes o Roof replacement o Replacement of the Dietary Kitchen o Replacement of the Cafeteria o Replacement of the Nutritional Services Department office o Replacement of the backup power generator o Any other upgrades required for the building to be fully code-compliant and to meet the programmatic requirements of the Hospital The project must comply with seismic provisions and regulations outlined in Senate Bill 1953 and associated codes, acts, and bills. The proposed new work shall comply with all applicable codes and guidelines, including the California Building Code, Title 24, Contra Costa County Building Design and Construction Guidelines, Health and Safety Code, and HCAi requirements. The DBE shall be responsible for all work required for the Hospital to obtain all required operating approvals, certifications, and licenses. This project is on a compressed and accelerated schedule to meet hard deadlines set by HCAi as noted below. Failure to meet these deadlines can result in closing of the hospital. a. January 1, 2026: Must submit to HCAi construction documents for applicable NPC and SPC compliance that are deemed by HCAi ready for review. b. January 1, 2028: Must obtain a building permit to begin construction, for applicable NPC and SPC compliance. c. January 1, 2030: Must complete construction for applicable NPC and SPC compliance. The County encourages the participation of LBE/SBE/MBE/WBE/DVBE/DBE firms. Questions regarding this RFQ are to be in writing and directed to Mark Schirmer, (mark.schirmer@pw.cccounty.us) no later than 2:00 PM, January 15, 2025. If necessary, responses to questions will be issued via an addendum which will be posted on the website. The County reserves the right to reject any / all SOQs. The County looks forward to an enthusiastic response to this RFQ.
