The AMP will be developed using a two-phased approach: • Phase 1 will involve a preliminary (visual) condition assessment and remaining useful life analysis for the WWTP assets, a detailed corrosion evaluation of identified WWTP assets, and independent process evaluations focused on operations, performance and capacity for each WWTP. The results of Phase 1 will be used to inform the preparation of more in-depth asset condition assessments, structural evaluations and process evaluations in Phase 2, as necessary. Phase 2 will involve additional assessments and evaluations identified in Phase 1 and the implementation of a risk-based approach that incorporates consequence of failure into the prioritization and timing of CIP projects, including not only traditional repair and replacement, but also best management practices for maintaining existing assets and recommended alternatives to existing assets. Phase 2 will conclude with the preparation of a final AMP summarizing the assessments and evaluations and a proposed 20-year CIP with budgetary level cost estimates. Additionally, Phase 2 will involve the development of facility-wide as-built drawings and a BIO Win model for each plant.
