Online Portal The process of accepting Proposals and choosing the successful proposer shall be by sealed Requests for Proposals ("RFP's") using the competitive negotiation process under KRS 45A.370. The Metro Government, if it chooses to award a contract based on this Proposal, shall do so on the basis of the Proposal which is most advantageous to it based upon the Evaluation Criteria set forth herein. (KRS 45A.370(5)). The Metro Government finds that a purchase through competitive negotiation is necessary because specifications cannot be made sufficiently specific to permit an award on the basis of either the lowest bid price or the lowest evaluated bid price. The Metro Government shall conduct written or oral discussions with all responsible proposers who submit Proposals determined in writing to be reasonably susceptible of being selected for award, except as otherwise provided by law. Where the Metro Government can clearly demonstrate and document from the existence of adequate competition or accurate prior cost experience with the particular supply, service or construction item, the Metro Government may make an award on the basis of the original submitted Proposals. The committee may carry out contract negotiations for the purpose of obtaining best and final offers, terms, and conduct detailed reference checks on the short listed vendors. The Metro Government reserves the right to contact respondents with requests for clarification. The Louisville Metro Police Department Tow Lot consists of 13 acres located at 1487 Frankfort Ave with a capacity of 1,800 vehicles. The vehicles located on the lot are a combination of those impounded for traffic violations, blocking streets or being abandoned in public areas as well as those involved in fatal accidents, arson investigations or other criminal activity. In late 2021 a high security chain link fence was installed around the perimeter. The current fence is frequently vandalized to allow for vehicles to be removed and unhoused individuals or critters to enter and possibly compromise evidence. LMPD is seeking a proposal that will correct these issues. The ideal solution should include the following: o Fence that is hard to compromise but repairable quickly if it occurs. o Fence that deters anyone from entering the lot (via scalability, strength of fence, electric fence, or other means) o 24-hour video surveillance monitoring via multiple camera angles o Liability on vendor, not Metro Government o Theft deterrent capability REQUIRED SUBMITTALS o Detailed proposed solution o Detailed examples of projects of similar size and scope o Detailed pricing
