Renovation of a residential development in Rock Island, Illinois. Completed plans call for the renovation of a residential development.
The City of Rock Island is requesting bids from contractors for a rehabilitation project at a house located at 1903 27th Street. This owner-occupied property will be undergoing rehabilitation using Housing and Urban Development (HUD) funds to ameliorate deteriorating and deteriorated conditions. The bidder shall submit a project plan using the design standards below that is in compliance with all applicable HUD, EPA, and State of Illinois regulations as well as all local building and zoning codes. The plan must include a clear project timeline and budget with line item costs. The contractor shall act as the general contractor for the project using subcontractors as required. Subcontractors that will be required should be clearly identified in the project plan. Remove existing furnace located in the basement of the residence. Install a minimum 80% efficient gas fire furnace with correct amp fuse and shut off switch located in an accessible location. The switch and fuse box must be installed in an accessible location. The furnace must be the required BTU for the square footage of the home. A filter slot and a cover for a replacement air filter rack with a cover must be installed upon completion. Inspect the gas pipe and in line shut off valve is in proper working order, any excessive rusting on the piping those sections shall be replaced. The flue will need to be properly vented into the chimney. All duct work in the basement must be sealed with duct tape or duct paste. Some of the duct work will need to be replaced due to rusted and deteriorated state. New programable thermoset shall be installed in location of existing thermostat. Remove the existing AC unit on the exterior. Install new unit that meets the required tonnage per square foot of the house and is directly compatible with the A coil and new furnace. Remove and replace the line set from the furnace to the compressor outside. Possibility of minor modifications or complete replacement to the existing coil and the plenum. Make sure to patch any holes or openings on the plenum and exterior with approved methods. Install a new condensation line to the floor drain. Mechanical Permit is required before work begins. The lowest bid shall not automatically guarantee that a contractor will get the work they bid on. Bids shall be reviewed for pricing, experience, previous work history, references, State Licenses, State Registration, insurances, bonds, subcontractors, equipment owned, equipment rented, operator experience, and financial stability. The City at its sole discretion shall decide after a review which contractor, if any, is responsive to the invitation to bid. All bidding and award procedures undertaken by the City in regard to this project shall be consistent with the City's adopted procurement procedures. Submitted bid prices shall remain valid for 60 days after bid opening.
