Site work for a water / sewer project in Lincoln, Nebraska. Completed plans call for site work for a water / sewer project.

Lincoln Electric System is requesting bids to furnish and install a security fence at the LES 70th & Calvert Substation as per LES Specifications S-24-30 included in this bid solicitation. Question Deadline 12/11/2024 at 4:00 PM CT LES Procurement Department; procurementdept@les.com; All questions must be submitted through this bid portal under the "Clarifications" tab. The substation is located at 3801 S 70th Street, Lincoln, Nebraska 68506. The fence project includes the removal of 280 feet of chain link fence. The installation of approximately 223 feet of chain link fence, 20 foot gate, 30 foot gate, and 8 foot isolation panel. The fence shall have 7 foot of fabric plus 1 foot of barbed wire and have top and bottom rails. Fence work shall be completed by February 1st, 2024. This site has the potential for PCB contaminated soil which would require special work practices and waste disposal. PCB testing is scheduled for the first week of December and the results will be available by the time of construction. B. MATERIAL 1. FABRIC a. The fence fabric shall be 2-inch mesh, 9 gauge steel, 6 foot high, twist selvage at the top, knuckle selvage at the bottom, and be either hot dipped galvanized per ASTM A392 Class 2 (2.0 oz/ft2 of coating) or aluminized per ASTM A491 (0.40 oz/ft2 of coating). 2. STEEL FENCE FRAMEWORK a. Round steel pipe and rail shall be ASTM F1043 Group IA Heavy Industrial Fence Framework, schedule 40 galvanized pipe per ASTM F1083. It shall be regular grade with a minimum of 30 ksi yield strength. It shall have a minimum average of 1.8 oz/ft2 of zinc coating on both the exterior and interior. SS40 tubing is an acceptable substitute. b. Minimum Pipe and Rail Size i. ii. iii. Line Post: 2.875 inches O.D. End, Corner, Pull post: 3.5 inches O.D. Top, Brace, Bottom, and Intermediate Rails: 1.660 inches O.D. 3. BARBED WIRE a. Metallic coated steel barbed wire shall comply with ASTM A121, design number 12-4-5-14R. It shall be double 12 1/2 gauge (0.099 inch) twisted strand wire, with 4 point 14 gauge (0.080 inch) round barbs spaced 5 inches on center. Three rows of barbed wire are required. The coating type shall be as shown below, whichever matches the coating type of the chain link fabric. i. ii. Coating Type A Aluminum-Coated (Aluminized): 0.30 oz/ft2 coating on strand wire with aluminum alloy barbs Coating Type Z Zinc-Coated Class 3: 0.80 oz/ft2 coating on strand wire, 0.70 oz/ft2 coating on barbs 4. FITTINGS S-24-30 a. Tension and brace bands shall be galvanized pressed steel complying with ASTM F626, have a minimum steel thickness of 12 gauge (0.105 inch), have a minimum width of 3/4 inch and minimum zinc coating of 1.20 oz/ft2. Bands shall be supplied with galvanized carriage bolts. b. Terminal post caps, line post loop tops, rail and brace ends, boulevard clamps, and rail sleeves shall be in compliance with ASTM F626 and be pressed steel, galvanized after fabrication, having a minimum zinc coating of 1.20 oz/ft2. c. Truss rod assembly shall be in compliance with ASTM F626. It shall consist of a 3/8 inch diameter steel truss rod with a pressed steel tightener, have a minimum zinc coating of 1.2 oz/ft2, and the assembly shall be capable of withstanding a tension of 2,000 pounds. d. Tension bars shall be in compliance with ASTM F626. They shall be galvanized steel, one-piece, having a length of 2 inches less than the fabric height. The minimum zinc coating shall be 1.2 oz. /ft2. The minimum cross section shall be 3/16 inch by 3/4 inch. e. Barbed wire arms shall be in compliance with ASTM F626. They shall be pressed steel, galvanized after fabrication, have a minimum zinc coating of 1.20 oz/ft2, and be capable of supporting a vertical 250 pound load. They shall be Type I - three strand 45 degree arm. 5. TIE WIRE and HOG RINGS a. Tie wires and hogs rings shall be in compliance with ASTM F626. They shall be 9 gauge (0.148 inch) aluminum alloy ties and 9 gauge (0.148 inch) aluminum alloy hog rings. 6. SWING GATES a. Two double swing gates shall fit 20 foot and 30 foot openings. Gate end members shall extend one foot above the top members to receive three rows of barbed wire to match the remainder of the fence. They shall be galvanized steel, welded fabrication in compliance with ASTM F900. Gate frame members shall be 1.900 inches O.D. ASTM F1043 Group IA F1083 schedule 40 pipe. Gate frames shall have intermediate horizontal and vertical members and no frame members shall be spaced greater than 8 feet apart vertically or horizontally. Welded joints shall be protected by applying zinc-rich paint in accordance with ASTM Practice A780. The gate latch shall be an industrial double drive gate latch, International Security Products catalog #PL152 or equivalent (cut sheet attached). The gates shall have galvanized malleable iron or heavy gauge pressed steel post and frame hinges. Match gate fabric to that of the fence system. Gate posts shall be 4 inch O.D., ASTM F1043 Group IA ASTM F1083 schedule 40 pipe. ISOLATION PANEL S-24-30 a. The isolation panel shall fit a 8'-0" opening and be built per LES drawing 12819. The panel shall match the height of the existing fence on the west end and match the height of the new fence on the east end. Panel end members shall extend one foot above the top members to receive three rows of barbed wire to match the remainder of the fence. They shall be galvanized steel, welded fabrication in compliance with ASTM F900. Panel frame members shall be ASTM F1043 Group IA F1083 schedule 40 pipe. Panel frames shall have intermediate horizontal members and no frame members shall be spaced greater than 8 feet apart vertically or horizontally. Welded joints shall be protected by applying zinc-rich paint in accordance with ASTM Practice A780. The panel shall be connected to the adjacent fence with insulators. Insulators are provided by LES. Match panel fabric to that of the fence system. Posts adjacent to the panel shall be 4 inch O.D., ASTM F1043 Group IA ASTM F1083 schedule 40 pipe. 8. CONCRETE a. Concrete for post footings shall have a minimum 28-day compressive strength of 2,500 psi. 9. SIGNS a. Identification and warning signs will be provided by LES. They shall be picked up at the LES LOC, 9445 Rokeby Rd, Lincoln, NE. C. INSTALLATION 1. GENERAL a. Installation will be staged to coordinate with other work at the site. Both LES and private contractors may be present on site. Substation security shall be maintained at all times at the approval of the LES inspector on site. The fence contractor shall be responsible for any temporary fencing necessary to maintain security. The fence contractor shall be responsible for any surveying required. See the ENV Guidelines Work Practices in PCB Areas for requirements related to PCB contaminated soils. 2. FRAMEWORK a. Posts: All posts shall be set plumb in concrete footings in accordance with ASTM F567. i. Minimum footing sizes 1. Line Posts: 12 inch diameter, 36 inches deep 2. End, Corner, and Pull Posts: 14 inch diameter, 42 inches deep 3. Gate Posts: 16 inch diameter, 48 inches deep 4. Top of post concrete footing to be at grade and crowned to shed water away from the post. Line posts shall be installed at intervals not exceeding 10 feet on center. b. Top Rail: Install 21 foot lengths of rail continuous thru the line post or barb arm loop top. Splice the rail using top rail sleeves a minimum of 6 inches long. The rail shall be secured to the terminal post by a brace band and rail end. c. Terminal posts: End, corner, pull and gate posts shall be braced and trussed. The horizontal brace rail and diagonal truss rod shall be installed in accordance with ASTM F567. d. Bottom Rail: The bottom rail shall be field cut and secured to the line posts using boulevard bands or rail ends and brace bands. 3. CHAIN LINK FABRIC a. Install the fabric to outside of the framework. Attach the fabric to the terminal posts by threading the tension bar through the fabric. Secure the tension bar to the terminal post with tension bands and 5/16 inch carriage bolts spaced no greater than 12 inches on center. The chain link fabric shall be stretched taut, free of sag. Fabric to be secured to the line posts with tie wires spaced no greater than 12 inches on center and to the top and bottom rails spaced no greater than 18 inches on center. Aluminum alloy wire ties shall be wrapped around the posts or rails and attached to a fabric wire picket on each side of the post or rail by twisting the tie wire around the fabric wire picket two full turns per ASTM F567. Excess wire shall be cut off and bent over to prevent injury. The installed fabric shall be 4 inches above grade if rock is not yet installed or at the level of the rock if it is installed. 4. BARBED WIRE a. The barbed wire shall be stretched taut between terminal posts and secured in the slots provided on the line post barb arms. Attach each strand of barbed wire to the terminal post using a brace band. The arms shall be Type I, with the arm installed outward. 5. SWING GATES a. Installation of the swing gates and gateposts shall be in compliance with ASTM F567. Direction of swing shall be outward. Gates shall be plumb in the closed position, having a bottom clearance of 2 inches to the driveway. Install with stops to prevent liftoff. Install wear washers at each bottom hinge location and weld gate latches for security. Hinge and latch offset opening space from the gate frame to the post shall be no greater than 3 inches in the closed position. Gate leaf holdbacks shall be installed for all double gates. 6. ISOLATION PANEL a. The isolation panel shall be installed as per LES drawing 12819. 7. BOLTS S-24-30 a. Carriage bolts used for fittings shall be installed with the head on the secure side of the fence. All bolts shall be peened over to prevent removal of the nut. 8. REPAIR DAMAGED COATINGS a. Repair all damaged coatings by recoating with a compatible or similar coating. 9. SIGN ATTACHMENT a. LES warning and identification signs shall be attached by the Contractor. Signs shall be attached by a hog ring at each corner. Signs shall be mounted at 5 feet above grade. Identification signs shall be installed on each gate. Spacing of the "DANGER HIGH VOLTAGE" sign shall not exceed 100 ft. and their shall be at least one per side. 10. CLEAN UP a. The area of the fence line shall be left neat and free of any debris caused by the installation of the fence.
