The proposed work consists of construction of two (2) shallow, single-completion groundwater monitoring wells to assess the impacts on groundwater dependent ecosystems. The work includes, but is not limited to, the drilling, construction, and development of shallow groundwater monitoring wells approximately 50-feet deep located in the cities of Rohnert Park and Santa Rosa Work shall be completed within fifty (50) calendar days from the date when Contract Time commences to run. Bidding Documents contain the full description of the Work. Full statement of specifications and scope of work is attached as Exhibit A. Questions: Project-specific questions must be made in writing and sent to the Agency's Representative at info@santarosaplaingroundwater.org. If appropriate, the Agency will post responses to bidder questions received online at online. The cutoff date for submittal of questions is 5:00 p.m. on December 20th , 2024, local time. Answers will be posted online at online by 5:00 p.m. on December 30th , 2024. Bid Security: Each proposal must be accompanied by a Bid Security in the form of a cashier's check, certified check, or bid bond executed on the prescribed form, in an amount not less than ten percent (10%) of the total bid price payable to the SANTA ROSA PLAIN GROUNDWATER SUSTAINABILITY AGENCY. Bidders are hereby notified that in accordance with the provisions of Public Contract Code section 22300, securities may be substituted for any monies which the Agency may withhold pursuant to the terms of this Contract to ensure performance. The successful Bidder will be required to furnish a Payment Bond in an amount equal to one hundred percent (100%) of the Contract price, and a Performance Bond in an amount equal to one hundred percent (100%) of the Contract price. The award made to the lowest responsible Bidder whose proposal complies with the specified requirements. Lowest numbershall be determined on the Bidder's base bid excluding alternates. Owner will determine if Alternate(s) will be awarded to the lowest Bidder after the Bid opening. The award of the Contract will be made by the Agency, and the Contractor shall execute the Contract within ten (10) days after it has received the Contract from the Agency. The Agency reserves the right to waive any irregularity in the proposals. No bid may be withdrawn for a period ofsixty (60) days after the opening of bids Completion of Work: Bids are required for the entire project as set forth in these specifications, and all work shall be completed within: o Fifty (50) calendar days from the date designated on the Notice to Proceed. Calendar days shall include all days including weekends and holidays. The Agency reserves the right to reject any and all bids, or to waive immaterial irregularities in any bid. Any bid not conforming to the intent and purpose of the Contract Documents may be rejected. The Agency reserves the right to make all awards in the best interest of the Agency.
