Site work, paving and new construction of a mixed-use development in South Porcupine, Ontario. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; for the construction of a 8,200-square-foot, one-story above grade transportation facility; and transportation facility.

Ontario Northland Transportation Commission (ONTC) is an agency of the Province of Ontario responsible for providing efficient, safe, and reliable transportation services in Northern Ontario. Current services include inter-community bus passenger and bus parcel delivery services, freight rail services that connect Northeastern Ontario to other markets across Canada and around the world, and passenger rail service on the Polar Bear Express. The Polar Bear Express has provided rail service connecting Cochrane to Moosonee and the Indigenous communities of the James Bay Coast since 1932. Previously, ONTC operated the Northlander passenger rail service between Toronto and Cochrane, however, this service was discontinued in 2012. ONTC is reinstating the passenger rail service between Toronto (Union Station) and Northeastern Ontario via the Northlander Passenger Rail (NEPR). NEPR will provide train service from Toronto's Union Station to Timmins, with a rail connection from Timmins to Cochrane. To facilitate the return of this service, ONTC will be undertaking the infrastructure upgrades required to reinstate stations along the existing rail corridor, rail and track upgrades to ensure passenger safety and comfort, and building a new station in Timmins, to be known as Timmins-Porcupine Station. ONTC is seeking proposals for the construction, and all testing and commissioning of the new Timmins-Porcupine station. Construction will commence in the 2025 construction season. Work will be split into two Phases with Phase 1 consisting of the following two Milestones to be complete as noted: Milestone 1: Platform infrastructure including platform slab and tactile edging, and track drainage Work complete not later than October 15, 2025. Milestone 1 will enable the Owner installation of the track through the platform area and the testing of trains. Milestone 2: Remainder of necessary infrastructure required to enable safe revenue service to commence not later than March 31, 2026. Phase 2 consists of the completion of the entire facility and achievement of Ready-for- Takeover. All work is to be completed to allow the opening of the station to the public prior to April 1, 2027. ONTC reserves the right, in its sole discretion, to negotiate project timelines with the Shortlisted Respondent in order to accelerate the construction schedule to achieve an earlier Ready-for- Takeover date, however, ONTC has established the date for Ready-for-Takeover with consideration for Northern Ontario weather conditions and strict project timelines. As such, and subject to ONTC's sole discretion, a failure to confirm that the work will be completed by April 1, 2027 may result in disqualification of the Proposal. The Work is detailed fully in the Schedule 3-A-2-Technical Specifications and Schedule 3-A-3 - Issue for Tender Drawings. In the event of conflict between the scope description in this section and the scope provided in the Technical Specification and Issue for Tender Drawings, the Technical Specifications and Issue for Tender Drawings shall take precedent. In summary the work includes the provision and testing and commissioning of: - A new station building including: - Wicket for travel tickets and information; - Parcel drop-off/pick-up area; - Passenger waiting area; - Passenger washrooms: - Breakroom for ONTC staff; - Staff washroom and utility spaces; - Parcel storage area, and - Mechanical, electrical and communication systems. - A new platform with tactile edge warning strips; - Stormwater management system; - Parking facilities including areas for accessible parking, taxi stalls, passenger pick- up/drop-off, general parking and employee parking: - Bus Bays to accommodate three (3) Ontario Northland Motor Coaches; - Pedestrian walkways around the site including access to the platform, and - Signage and wayfinding, lighting, communications, and IT equipment. The Respondent shall provide with its Proposal an agreement to bond issued by a surety company undertaking to provide a fifty percent (50%) Performance Bond and a fifty percent (50%) Labour and Material Bond (the "Contract Securities") in the form prescribed by the Construction Act, both to be provided to ONTC by the Successful Respondent following award of the contract.
