Site work and new construction of a fitness / recreation center in Franklin, Virginia. Completed plans call for the construction of a 16,700-square-foot, one-story above grade fitness / recreation center; and for site work for a fitness / recreation center.
It is our understanding that the Armory Gym at 900 Armory Drive, Franklin, VA is scheduled for demolition. Our scope of work was to review previous hazardous materials reports, and collect bulk samples of suspect asbestos-containing materials (ACM), paint chip samples to determine lead concentrations to determine its presence throughout areas to be impacted by a demolition. We also inspected existing light fixtures for possible PCB-containing electrical ballast. Destructive activities such as breaking into walls, ceilings, or floors were not performed in order to obtain samples for the purposes of the study. Sampling was performed for the purposes of this study, should the decision be made to move forward with this project additional samples may be required. A. The Work consists of a new building and site improvements as generally described below: 1. Community Recreation Center building area (gross): 16,700 +/- square feet new construction. 2. Stories: One story 3. Foundations: Reinforced concrete footings 4. Ground Floor: Concrete slabs on controlled fill 5. Structural Framing: Masonry bearing walls, structural steel and concrete 6. Roof Systems: Thermoplastic Membrane Roofing System with white cap sheet with roof insulation and tapered insulation over metal deck on steel bar joists. 7. Exterior Enclosure: Masonry veneer, aluminum formed metal panels over concrete unit masonry and cold formed metal framing sheathed with spray foam insulation. 8. Plumbing: Provide toilet rooms and shower facilities. Provide new domestic cold water and hot water and waste. 9. Fire Protection: Sprinkle entire facility with a wet type sprinkler system complete with fire protection riser, valves, fire department connection, sprinkler heads and piping. System to be hydraulically calculated. 1.Phase 1 Work includes all work except for that described as Phase 2. Phase 1 Work also includes partial HVAC Commissioning work through submission and approval of screen shots. a) Substantial Completion for Phase 1 Work shall be achieved no later than March 2, 2026. 2.Phase 2 Work includes all remaining HVAC Commissioning Work after submission and approval of screen shots. a) Substantial Completion for Phase 2 Work shall be achieved no later than April 2, 2026. All bidder questions must be received by Monday, December 30th at 5:00pm. Each bid shall be accompanied by a bidder's bond issued by a surety licensed to do business in the State of Virginia, a certified check, or cash escrow, in an amount equal to not less than five (5) percent of the total amount of the bid, made payable to the City of Franklin, Virginia. Upon City Attorney approval, a bidder may furnish a personal bond, property bond, or bank or savings and loan association's letter of credit on certain designated funds for the amount required for the bid bond. The bid bond shall be accompanied by a certified copy of the power of attorney for the surety attorney-in-fact. The right is reserved to reject any or all bids, in whole or in part, to waive informalities and to delete items prior to making the award, whenever it is deemed in the sole opinion of the City of Franklin to be in its best interest.
