Part-Time Janitorial Services for the EDD facility located at 1220 Engracia Avenue, Torrance, CA 90501. Term: March 1, 2025, through February 28, 2027 If you wish to bid, see the Instructions to Bidders. If you make any additions or modifications to the IFB package, it may result in the rejection of your bid. The EDD reserves the right to reject any or all bids. Disabled Veteran Business Enterprise Participation and Incentive requirements are waived for this IFB. 7. Rejection of Bids a. If the bid is received after the exact time and date as stipulated in the bid package, the bid shall be rejected. b. If it is found that a bidder is not responsible (i.e., has not paid taxes; has no business license; has submitted a bid when the bidder's license is suspended on the date of the bid opening and/or award of the Contract, or during the proposed term of the Agreement; submitted a bid without an authorized signature; falsified any information in the proposal package or has provided poor performance on a previous contract with the EDD, etc.), the bid/proposal shall be rejected. c. If it is found, upon license verification with the Contractor's State Licensing Board, that a bidder's license is suspended on the date of the bid opening and/or award of the Contract, or during the proposed term of the Agreement, the proposal shall be considered nonresponsive and shall be rejected. d. The EDD reserves the right to reject any and all bids and to waive any immaterial deviation or defect in the bid. The EDD's waiver of any immaterial deviation or defect shall in no way modify the bid document or excuse the bidder from full compliance with the solicitation document specifications if awarded a Contract. Scope of Work A. The intent of this Agreement is for the Contractor to provide part-time janitorial services for the above-referenced EDD facility during those periods of time when an EDD or Department of General Services Janitor is unable or unavailable to provide services. The Contractor shall abide by any and all federal, state, and city laws or rules affecting the work for the Janitorial Services as outlined in these Specifications under "Maintenance Schedule" and "Performance Standards." B. Cleaning supplies and paper products will be provided by the EDD with the exception of the following, which will be provided by the Contractor: Gloves; personal protective equipment for staff; equipment, materials and supplies needed for all annual and semiannual cleaning inclusive but not limited to dry chem cleaning of the carpet, stripping, treating, cleaning, buffing and waxing of all uncarpeted areas. Vacuum for daily cleaning is to be provided by the Contractor. C. The Contractor will be responsible for replacing lightbulbs throughout the office on an as needed basis. Lightbulbs will be provided by the EDD. D. One (1) janitorial staff member shall perform all janitorial services work over a six (6) hour shift. The shift will be Monday through Friday with specific hours between 8 a.m. to 6 p.m. to be arranged with the Office Manager and approved by Business Operations Planning and Support Division. Semi-annual and annual cleaning schedules will be arranged with the Office Manager and approved by Business Operations Planning and Support Division as some items may have to be completed after-hours (after 5 p.m. Monday - Friday or on the weekend Saturday/ Sunday) as production cannot be affected. E. The Contractor is to complete a Semi-Annual Maintenance Report (attached) and keep it posted in an area designated by the Office Manager.
