Renovation of a fire / police facility in Wilson, Wyoming. Completed plans call for the renovation of a fire / police facility.
According to Teton County Rules & Regulations, 2-4-1- Construction Services, when the anticipated contract will exceed $35,000, Teton County will complete competitive formal bidding. This is applicable for all construction-related contracts to include but not limited to construction, routine operation, routine repair, and routine maintenance of infrastructure facilities and services for Teton County. Fire Station 6 apparatus bay floor is approximatley 50 feet by 80 and 25 years old. Some spalling and cracking has occurred. Existing finish will be stripped. The owner requests repairs/stripping and full coverage coating of colored epoxy. Colored epoxy will delineate lanes for fire trucks to park in. Specifications for performance, design, a combination of performance and design, responsible products list, or brand name or equivalent must be included in the specifications. 02/15/24 Presentation to Board of County Commissioners 02/15/24 Award Contract 04/15/24 Contract start Date 04/23/24 Project completion date A. Changes: Teton County reserves the right to cancel this proposal, modify this proposal as needed, or reject any or all proposals received. B. Proposal content and price quotations must remain firm and irrevocable for 90 days following the submission date. C. Contract Term: The successful respondents must begin work within 3 months after contract award. D. Proposal Cost: The cost of developing a proposal is each respondent's responsibility and cannot be charged to Teton County. E. Verbal: Any verbal communication from County employees concerning this proposal is not binding and shall not alter a specification, term, or condition of this RFP. G. Withdrawal or Cancellation: The County reserves the right to cancel any contract awarded by providing 30 days' notice to the successful respondent. A firm may by letter to the County, withdraw or modify a submitted proposal prior to the due date. H. Qualifications: Responding firms must present their qualifications, relevant experience, financial capacity, and staff capabilities. I. Teton County Property: All proposals and related material submitted in response to this RFP shall become the property of the County and are a public record. J. Subcontractors: All proposed subcontractors must be identified, and the work proposed to be performed by the subcontractors must be listed. A successful resident respondent shall not subcontract more than thirty percent (30%) of the work covered by the contract to nonresident contractors. W.S. 16-6-103. K. Negotiations: After the successful respondent is selected, the County will negotiate a final scope of service and contract. The County will negotiate with the selected firm the time frame for delivery of projects and services and the terms and schedule for payment. L. Liquidated Damages: The final contract will include a liquidated damages clause which will impose financial penalties on the contractor in the event of late project delivery. M. Contract Award: The contract will be awarded to the lowest responsible bidder by the Board of County Commissioners. N. Preference for Wyoming Materials per Wyoming State Statute 16-6-104 and 16-6-105: Wyoming made materials and products, and Wyoming supplies of products and materials of equal quality and desirability shall have preference over materials or products produced or supplied outside the state and any contract let shall so provide. The preference created by this section shall be applied in a manner identical to the preference for residence contractors in W.S. 16-6-102. See Article P below. Bid security shall be required for all construction, major maintenance, or renovation of any public building or other public work or improvement and when the anticipated contract price exceeds $150,000. Bid security shall be a bond provided by a surety company, the equivalent in cash, or another form of financial guarantee satisfactory to Teton County. Bid Security shall be in an amount equal to 5% of the amount of the bid. A. Project Overview Strip old epoxy and repair all cracks to existing floor. Apply new colored epoxy to floor with lanes designating parking of vehicles B. Project Deliverables- Includes expected goals and targets that must be achieved throughout the project. Fire station will be temporarily closed during construction with a maximum 10-day allotment for repairs to occur. D. Project Schedule- Summarized the schedule and all related tasks including expected duration Starting in mid-April, contractor will find 10 consecutive days to start and complete the project. Owner will be given a minimum of 72 hours to prepare when date is set. E. Project Management- Describe how payments will be issued, change order protocol, specific contract and legal requirements, and phasing of stages Monthly billing will allow for 33% in materials - remaining funds available when finished. Payments will be emailed to owner at Mredwinetetoncountywy.gov. Change orders will be emailed to owner for review.
