Demolition, site work and environmental remediation for a municipal facility in Lima, Ohio. Completed plans call for the demolition of a municipal facility; for site work for a municipal facility; and for environmental remediation for a municipal facility.

Allen County Land Bank will receive Sealed Bids for the Remediation and Demolition of the Former Macys Building located at 2600 Elida Road Lima, Ohio General questions may be directed to 419-223-8520. All questions regarding this project shall be emailed to the Land Bank's Construction Manager, Mike Coonfare, of Civil and Environmental Consultants, Inc., at mcoonfare@cecinc.com, copying Rachael Gilroy, Administrator of the Lank Bank, at rgilroy@allencountyohio.com, by 3 p.m. Friday, December 27th, 2024. The Former Macy's Building, located at 2600 Elida, Lima Ohio 45805, is situated on legal parcel 36-2201-02-020.000 totaling approximately 15.05-acres ("Site"). The Former Macy's Building is a multi-story building and totals approximately 202,000 square feet. The Site is located on the north side of Elida Road in American Township, Ohio. The location of the Site is shown on Figure 1. 1.2 SITE HISTORY The Allen County Auditor's Office lists the building on the Site with a 1971 construction date and a 1993 remodel date. Lima Mall Realty Holding LLC currently has possession of the Site and intends to redevelop the Site. A Brownfield Remediation Program, through the Ohio Department of Development, has been created to award grant funding for remediation of brownfields which Allen County Land Reutilization Corporation (Land Bank) is the lead entity for Allen County, Ohio regarding said funding. The Land Bank, as the lead entity, is managing the remediation and demolition phase of the overall development project using grant dollars made available through the said Brownfield Remediation Program (BRP). 1.3 EXISTING SITE CONDITIONS As depicted in Figure 2, the Site is developed with a vacant former department store building, most recently operated by Macy's. The former Macy's Building adjoins the Lima Mall, which is not vacant and is not included in this scope of work. Site photographs depicting the conditions of the Site are provided in Appendix A. 1.4 SPECIAL WASTES The following special waste materials have been identified at the Site: o Asbestos Containing Materials (ACM) located throughout the building include floor tiles/mastic, thermal system insulation, boiler breaching, boiler insulation, transite boarding, textured drywall, acoustic ceiling, mag pipe. A copy of the asbestos report is provided in Appendix B; and, o Universal wastes include fluorescent light tubes, fluorescent light ballasts, two hydraulic fluid tanks associated with a passenger elevator and a freight elevator, drinking fountain refrigerant, chiller refrigerant, and three sub-grade transformers located under a metal grate north of the former main entrance on the northwest side of the building. The overall objective of the project is to remove the existing building including concrete slabs/footers, universal waste, and ACM. The Land Bank envisions the project proceeding in three (3) phases, with potential need for a fourth phase: Base Bid Project Phasing o Phase I - Pre-Demolition Activities: Attendance at a pre-construction meeting with the Land Bank and their representative to review the scope of work/pay items, budgets and schedules; Submit a Notice of Intent to the Ohio EPA for the pre-demolition abatement of asbestos containing materials; Establish and maintain erosion control features (See Appendix C for location of Erosion Control Features); Verify that utilities have been disconnected and capped by the Property Owner; Required submittals; Contractor mobilization; Install 6-ft. temporary free-standing chain link fencing around the perimeter of the project area for project duration; o Phase II - Universal Waste and ACM Removal: Removal of universal waste and hazardous building components (fluorescent light tubes, fluorescent light ballasts, two hydraulic fluid tanks associated with a passenger elevator and a freight elevator, drinking fountain refrigerant, chiller refrigerant, and three sub-grade transformers located under a metal grate north of the former main entrance on the northwest side of the building); and removal of regulated ACM; and, o Phase III - Demolition, Complete: Installation of temporary, non-weather-proof partitioning along the opening created through the demolition process at the "new" northwest terminus of the Lima Mall. Complete demolition and removal of all onsite structures (building, footers, utility pits, slab) and complete removal and appropriate off site management of all demotion debris; and, Alternate Bid Project Phasing o Phase IV - Building Enclosure: If directed by the Land Bank, contractor shall construct a permanent, weather-proof enclosure at opening created during the demolition process at the "new" northwest terminus of the Lima Mall. The area showing the location of the building enclosure is provided on Figure 3 and the west exterior wall construction specification is provided as Appendix D. This project is funded through the Ohio Department of Development's (Ohio DOD) Brownfield Remediation Program. Prevailing wage rates apply to this project. The Contractor shall comply with Ohio Revised Code Sections 4115.03 through 4115.06. A description of the scope of work associated with each Phase, as well as general conditions for the project, are presented in Sections 4.0 and 5.0, respectively.
