Renovation of a detention facility in Chillicothe, Ohio. Completed plans call for the renovation of a detention facility.
Project Location 15802 St. Tt. 104 The Chillicothe Correctional Institution (CCI), located at 15802 OH-104 Chillicothe Ohio was originally opened as a State of Ohio prison in 1966. It is a former site of a military camp during the Civil War that later became a federal penitentiary. CCI is currently a medium security prison with the capacity to house approximately 2,950 men. This Request for Qualifications (RFQ) is being issued to obtain Professional Architectural/Engineering (A/E) services for the demolition of the existing hospital facility as well as design of a new energy efficient dorm at the Chillicothe Correctional Institution Ohio. This new facility is expected to be modeled after the recently constructed dorm at the Ohio Reformatory for Women (ORW) located in Marysville Ohio which opened in 2018. This new facility will be a 288-bed housing building, with an expected size of approximately 43,200 square feet. The secure perimeter fence is expected to be moved to allow for demo and construction to occur outside of the secured perimeter with the fence being reinstalled following construction. The development of a complete Program of Requirements (POR) will also be included as part of the Professional Design as an Additional Service. This POR development will include review of the new facility at ORW as well study of the existing site to define the anticipated programmatic scope and the exact building location within the CCI secure perimeter. The project scope will be evaluated, prioritized and defined to align with the project budget. Evaluation of the project construction schedule will also be part of the POR stage. This project will utilize the Construction Manager-at-Risk (CMR) delivery model. It is currently anticipated there will be at least two Guaranteed Maximum Price (GMPs) negotiated according to the General Conditions (CM at Risk Project). One is expected for demolition of the existing building during early design and one for the new building at the completion of the Design Development phase. It is feasible there may be more if determined to be in the best interest of the project.
