Site work and new construction of a municipal facility in Victorville, California. Conceptual plans call for the construction of a municipal facility; and for site work for a municipal facility.

The City of Victorville ("City") is seeking a qualified and experienced professional Architectural or Engineering firm with a focus on Solid Waste and Recycling projects to design and provide a conceptual plan for a Consolidated Household Hazardous Waste/Recycling Drop-off Facility. This facility will be used by residents to drop-off household hazardous materials as well as various recyclables and bulky items. The Drop-off Center (DOC) is located at 15164 Anacapa Road. The facility is open five days a week: Monday to Friday from 8AM to 4PM, and on Saturdays from 8AM to 12NOON. It occupies a total area of 18,480 square feet. The DOC serves the citizens of Victorville by providing a place to dispose of ecess recyclable materials, including cardboard, paper, plastic, metal, and electronics. Additionally, the center accepts tires, mattresses, and large bulky items. They have recently added compost distribution to comply with the procurement requirements of SB1383. The facility features a one-way drive-through design to enhance safety and prevent accidents. This design helps manage traffic flow and control the number of vehicles on the premises at any given time, which is particularly important when servicing the recycling bins and roll-offs. The Household Hazardous Waste (HHW) facility is located at 14889 Loves Lane and is available for use by all San Bernardino County residents. This facility accepts various types of hazardous waste, including oil, chemicals, gasoline, antifreeze, paint, old medications, sharps, and batteries. The HHW facility consists of two (2) sheds: one measuring 10 X 15 feet, which serves as the office for the staff on-site, and a second shed that is 10 X 10 feet, used for the storage of extra supplies. The entire facility spans 4,399 square feet and includes a 3,290 square foot parking lot that functions as a drive-through servicing area. The new combined a facility will need to accommodate residential vehicles from customers dropping off materials and will also need to accommodate large box trucks/vans, roll-off trucks, and other commercial vehicles accessing the site to remove/exchange roll-off containers and bins used for the storage of items. The design needs to incorporate areas for receiving, material handling, and storage of: o Mattresses/box springs (to be loaded into a commercial van/trailer) o Appliances/scrap metal o Electronic waste (storage area for electronics must accommodate at least 12 pallets/gaylords boxes, must be covered from rain, and must be able to be secured) o Tires (2 separate tire areas needed, one for public drop-off and one for use by city workers) o Co-mingled recyclables (e.g., cardboard, cans, bottles, plastics, papers) o Bulky items (e.g., furniture) o Clothing/textiles o Green waste/garden trimmings o Household hazardous waste (HHW) materials, including an area for at least two (2) 500-gallon storage tanks (area must be covered) o Compost/mulch giveaway/distribution area so the public can pick up compost/mulch o "ReUse" area for same-day donation and pickup by residents of useable furniture (must be covered) o HHW "Reuse Store" area for giveaway of reusable HHW products (area must be covered and secured) The design must adhere to the HHW requirements as specified by CalRecycle in their "Permanent Household Hazardous Waste Collection Facility Project Development Guide" and incorporate at a minimum: o 12, 3-yard bins or as an alternate, a 30-40 cubic yard stationary compactor o 10, 40-yard roll-off containers, tractor accessible via below-grade structuring o 1 commercial van storage o Employee office building meeting OSHA and HHW requirements, including storage space o 3 roll-up garages, including one that can accommodate forklift parking/storage o 2 open concrete areas designated for compost giveaway and single-day storage of reusable furniture o Block walls o Traffic accommodations for up to 100 visitors a day o Traffic patterns/flows and cueing areas o Vehicle and equipment parking Question Deadline 01/30/2025 at 12:00 PM PT Inquiries regarding this solicitation should be directed to: John Mendiola , Purchasing Manager City of Victorville, 14343 Civic Drive, Victorville, CA 92392 Phone (760) 955-5079 Fax (760) 269-0045 E-mail: jmendiola@victorvilleca.gov The estimated term of this Contract is for One Hundred Twenty (120) days upon execution, with options for extensions unless sooner terminated in accordance with the provisions of the Consultant/Professional Services Agreement, and subject to satisfactory performance as determined by the City of Victorville. The City reserves the right to accept or reject any and all proposals and waive any irregularities or informalities in any proposals or in the proposal process. The City further reserves the right to award the contract to other than the ranked number one (1) Consultant if such action is deemed to be in the best interest of City. The method of Contractor Selection has not been Determined at this time.
