The Project consists of constructing a new 8-inch waterline to upgrade the distribution system along Cumberland Heights Road and Highway 149 extending to the County EMS Station 23. The project consists of approximately 14,000 linear feet of 8-inch polyvinyl chloride waterline. This project is being supported with State of Tennessee Department of Environment and Conservation (TDEC) American Rescue Plan (ARAP) State and Local Fiscal Recovery Fund (SLFRF) funding. Therefore, certain restrictions and other federal requirements attach to this opportunity. The work will be awarded in one Contract. Partial sets of Bidding Documents will not be available directly from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of bidding Documents including Addenda, if any, obtained from sources other than the Issuing Office. All bidders must be licensed and shall comply with all requirements of the State of Tennessee Contractor's Licensing Act. The Copeland "Anti-Kickback" Act is also applicable, which prohibits workers on construction contracts from giving up wages that they are owed. Contractors must not appear on Sam.gov disbarment list. A detailed listing of all subcontractors shall be provided by the Bidder. In accordance with the Contract Documents, documentation that the prospective General Contractor and its subcontractors meet minimum qualifications shall be provided and submitted. Subcontractors must also not appear on Sam.gov disbarment list. Mark-ups on subcontractor work or Cost Plus Overhead will be disallowed for reimbursement. The Owner will in no way be liable for any costs incurred by any bidder in the preparation of its Bid in response to this Invitation to Bid. The successful Bidder for this Contract will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of 100 percent of the Bid. The Owner reserves the right to reject any or all Bids, to waive informalities and to readvertise.
