Site work for a water / sewer project in Clarksville, Tennessee. Completed plans call for site work for a water / sewer project.
The Project consists of constructing a new 8-inch waterline to upgrade the distribution system along Cumberland Heights Road and Highway 149 extending to the County EMS Station 23. The project consists of approximately 14,000 linear feet of 8-inch polyvinyl chloride waterline. This project is being supported with State of Tennessee Department of Environment and Conservation (TDEC) American Rescue Plan (ARAP) State and Local Fiscal Recovery Fund (SLFRF) funding. Therefore, certain restrictions and other federal requirements attach to this opportunity. The work will be awarded in one Contract. Partial sets of Bidding Documents will not be available directly from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of bidding Documents including Addenda, if any, obtained from sources other than the Issuing Office. No part of the purchase will be refunded. Question Deadline 01/03/2025 Questions and other inquiries shall be submitted to the Issuing office, Attention: Mark Noe, mark.noe@bargedesign.com. Questions received less than ten days prior to the date for opening of Bids may not be answered Each Bid must be accompanied by a Bid Bond, prepared on the form of Bid Bond attached to the Contract Documents or a Surety Company's Standard Bid Bond, duly executed by the Bidder as principal and having as surety thereon a surety company licensed to do business in the State of Tennessee and listed as a certified company in the latest issue of U.S. Treasury Circular 570, in the amount of five percent of the Bid. Cumberland Heights Utility District hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. Cumberland Heights Utility District is an Equal Opportunity Employer. Any contract that uses federal funds to pay for construction work is a "federally assisted construction contract" and must include the equal opportunity clause found in 2 C.F.R. Part 200, unless otherwise stated in 41 C.F.R. Part 60. We encourage all small and minority owned firms and women's business enterprises to participate. No bidder may withdraw his bid within (60) days after the actual date of the opening thereof. All bidders must be licensed and shall comply with all requirements of the State of Tennessee Contractor's Licensing Act. The Copeland "Anti-Kickback" Act is also applicable, which prohibits workers on construction contracts from giving up wages that they are owed. Contractors must not appear on Sam.gov disbarment list. A detailed listing of all subcontractors shall be provided by the Bidder. In accordance with the Contract Documents, documentation that the prospective General Contractor and its subcontractors meet minimum qualifications shall be provided and submitted. Subcontractors must also not appear on Sam.gov disbarment list. Mark-ups on subcontractor work or Cost Plus Overhead will be disallowed for reimbursement. The Owner will in no way be liable for any costs incurred by any bidder in the preparation of its Bid in response to this Invitation to Bid. The successful Bidder for this Contract will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of 100 percent of the Bid. The Owner reserves the right to reject any or all Bids, to waive informalities and to readvertise.
