The City of Cupertino invites qualified Consultants to provide statements of qualifications and hourly rate proposals for Civil Engineering Services for the Capital Improvement Programs division of Public Works. The City is seeking to secure Consultants that have the required experience, qualifications, expertise and resources to perform the services identified in this Request for Qualifications. The City is interested in securing Consultants for the specific purpose of obtaining on-call services. The City anticipates awarding initial 3-year contracts to up to three pre-qualified Consultants for future services to be provided. Deadline for Consultant Questions Thursday, January 9, 2025 by 2:00 PM PST Questions and requests for clarification and/or additional information shall be directed in writing via email to Susan Michael, CIP Manager, susanm@cupertino.gov. PROJECT SCOPE OF WORK The Consultant will perform under the general direction of the Public Works Department and consult with other City personnel throughout the course of the work. The Consultant scope of services may include, but is not limited to: o Prepare preliminary design of projects and alternative design studies, project study reports, etc., as required, with associated preliminary cost estimates. o Perform project design at the 35%, 65%, 95% and 100% PS&E levels, including cost estimates and basis of design memoranda, as required by the City. o Provide design support services during construction and prepare final record drawings based on as-built drawings provided by the City. o Perform right-of-way engineering including right-of-way base map, exhibits, plat maps and legal descriptions. o As necessary, perform or manage sub-consultants' work in preparing appraisal reports, right-of-way acquisition, and/or surveying services. o Prepare Storm Water Quality and Erosion Control plans in compliance with the latest requirements of the California Regional Water Control Board, San Francisco Bay Area region. o Prepare final engineering cost estimates and contract bid documents based on the latest bid item unit costs, Caltrans Specifications and Standard Plans, and federal requirements on federally funded projects, both transportation projects and FEMA/CalOES related projects. o Prepare all necessary project environmental documents or manage environmental sub-consultants' work and implement the environmental mitigation measures in the design of projects. o Perform or manage sub-consultants in the preparation of geotechnical services required on projects, including determination of soil "R" values, pavement structural section, and other required soil characteristics for design of structures. o Other Civil Engineering Services as required. It is expected that services provided would be provided on a per-project basis, in alignment with proposed hourly rates. In all cases, Consultants will be contracted using the City's standard Consultant Master Agreement and Service Orders will be negotiated and executed for the specific projects that require work.
