Work on which proposals are invited consists of dredging 2,832 linear feet of Brasher Bayou in Biloxi Mississippi to a depth of -4 feet MLW and disposing of the dredging materials at Harrison County development Commission Disposal Area C-1 located in the Industrial Seaway. The maximum time allowable for completion of said project is twoseventeen (217) calendar days following the City's written order to commence (Notice to Proceed). The successful bidder will be required to furnish a 100% Payment and Performance Bond if the bid equals or exceeds $25,000. If the bid is less than $25,000, the City of Biloxi may elect to make a lump sum payment at the completion of the job, in which case a payment and performance bond shall not be required. Proposals must be accompanied by a Proposal Guaranty consisting of a Bid Bond, Cashier's Check or Certified Check in the amount of 5% of the amount of the bid. Such security to be forfeited as liquidated damages, not penalty, by any bidder who fails to carry out the terms of the accepted Bid and/or execute the Contract and Post Performance and Payment Bond as required within the time specified. Bids, which are for work outside of the classification listed for any bidder, shall be returned unopened. Contractors have the option of submitting their bids sealed in an envelope or through the City's electronic bid submission link Bids shall be in letter form with the envelope or electronic attachment and bid marked plainly "BRASHER BAYOU DREDGING PROJECT NO.1119" and shall be addressed to the Mayor's Office, P.O. Box 429, Biloxi, Mississippi 39533. In addition, the envelope or electronic attachment shall list the Company Name and Address, and all applicable state and local license numbers. The City reserves the right to reject any and all bids and to waive any informality in the proposal accepted. No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.
