Site work for a bridge / tunnel in Biloxi, Mississippi. Completed plans call for site work for a bridge / tunnel.

The scope of work for the contract will include, but is not limited to, the following: The Contractor will be responsible for transporting and deploying concrete material by barge from the material loading area at MDMR's staging site in Gulfport, Mississippi, Attachment A, to Katrina Key, Attachment B, which is located approximately three quarters of a mile south of Deer Island. The concrete material consists of concrete culverts and concrete light poles. The culverts range in size between 4 - 8 feet in length and 3 - 5 feet in diameter. The light poles are approximately 25 feet long and 6 inches in diameter. See photos of the concrete materials in Attachment C. The Contractor will be responsible for supplying and loading the barge(s), in addition to transporting and offloading the materials onto Katrina Key. The Contractor must have a minimum of one (1) barge with the minimum carrying capacity of at least eight hundred (800) tons, or more, per barge for transporting and deploying concrete material. The Contractor must meet with MDMR representatives at their office in Biloxi, Mississippi to discuss all aspects of the agreement prior to beginning any work. The date and time ofthe meeting will be set by mutual agreement following award ofthe contract. The Contractor must provide the MDMR with the name(s) and phone number(s) ofthe person(s) who will be the official contact(s) for the Contractor. The Contractor must provide a list ofthe exact equipment that will be used to transport and deploy the concrete material. The MDMR reserves the right to inspect all equipment prior to any deployment. The MDMR will provide Global Positioning System (GPS) coordinates and a map of deployment locations. An MDMR representative will be onsite to monitor and oversee that the concrete material is being deployed at the MDMR specified locations. The MDMR will provide an accredited Marine Surveyor to conduct a draft/displacement survey to determine the tonnage on the barge. Contractors are strongly encouraged to have a representative(s) present during the Marine Surveyor's survey. The Contractor shall provide the manufacturer's barge draft tables for the barge designated for this project. The Contractor must notify MDMR twenty-four (24) hours prior to the Contractor's departure to the artificial reefsite. All deployment activities must be conducted Monday through Friday between 8:00 a.m. and 5:00 p.m. No deployments may be made on weekends or on state and federal holidays. In the event that the weather and/or other environmental conditions are deemed unsuitable for deployment by MDMR, the MDMR reserves the right to either cancel or postpone the deployment. There will be NO deployment activity during a Small Craft Advisory or greater. During deployment of the concrete material, the barge will be anchored at two (2) points to minimize drift and maximize the potential of deploying the concrete material in a pile. 33 poles are approximately 25 feet long and 6 inches in diameter. See photos of the concrete materials in Attachment C. The MDMR reserves the right to reject any and/or all bids and to waive any informalities.
