Architect and Engineering Services for Seashore Window Replacement The Biloxi Housing Authority (BHA) is seeking qualifications from Architectural and Engineering firms that have knowledge and experience in all areas of construction, renovation, and modernization of commercial type apartment buildings, including knowledge and experience repairing and hardening structures for window replacements, knowledge and experience in compliance with all applicable rules, conditions and assurances as prescribed by Mississippi Development Authority, as well as any experience with the environmental aspect of construction, renovation and/or modernization. BHA plans to repair and harden structures for window replacements in buildings located at Seashore Oaks 1450-A and 1450-B Beach Blvd, Biloxi, MS 39530. This contract is funded in whole or in part with HUD Community Development Block Grant Disaster Recovery funding through the Mississippi Development Authority and is subject to all applicable rules, regulations, conditions, and assurances as prescribed by the Mississippi Development Authority's (MDA) Community Development Block Grant Program, as well as the U.S. Department of Housing and Urban Development's Community Development Block Grants: State's Program Final Rule (24 CFR Part 570), and to each and every Federal and State Statute and guideline affecting the application for, receipt of, and expenditure of Community Development Block Grant funds. It is also subject to such further rules, regulations, and policies as may be reasonably prescribed by the State or Federal Government consistent with the purposes and authorization of PL.97-35 and PL.98-8 This project is subject to Section 3 of the Housing and Community Development Act of 1968 (12 U.S.C. 1701u) . Section 3 requires that, to the greatest extent feasible, hiring, and contracting opportunities be afforded to low and very low- income persons. All respondents will be evaluated according to the following factors: 25 pts-Evidence of firm's ability to perform the work; 25 pts-Capability to provide services in a timely manner; 25 pts-Knowledge of local building codes; 15 pts-Past performance; 10 pts-General response to RFQ. The Biloxi Housing Authority reserves the right to reject any and all proposals and to waive any informality in proposals received. The method of Contractor Selection has not been Determined at this time.
