The Department of Health (DOH), Hawaii State Hospital (HSH), is interested in seeking a contract for the HVAC cleaning in the Hale Ho'ola building, on the grounds of Hawaii State Hospital. Provide labor, equipment and materials for properly safe cleaning of the HVAC unit(s) servicing the Hale Ho'ola Building on the grounds of Hawaii State Hospital where mildew has been identified. NADCA procedures for cleaning are required to prevent mildew turning into mold growth. a. Clean air handling units (AHU) 1) Clean AHU internal surfaces, evaporator coils, blowers and blower housing. 2) Evaporator coil cleaning may include contact cleaning and/or wet process cleaning. 3) Cleaning shall be done using Cal-Brite Coiler Cleaner. 4) Precautions shall be taken to ensure that insulation and porous materials do not get wet. 5) Both upstream and downstream sides of each coil section shall be cleaned. 6) Drain pans and drain lines shall be cleaned and flushed. 7) Use of mechanical agitation systems, pressurized air sources or hand brushing methods to remove surface contamination. 8) Use of disinfectant such as ShockWave (EPA registered), a chlorine-based disinfectant and cleaner to be pulled through the system via the negative air machine to irreversibly inactivate infectious fungi and bacteria. Disinfectant to neutralize approximately twenty (20) minutes. 9) Environmental cleaning controls shall be used to avoid cross-contamination, such as technician(s) in workspace, strategies to be used to isolate workspace from other areas of the building and use of barriers to prevent the unintended migration of airborne particulate into non-intended areas. Qualification and Requirements: a. Provide a Certified Air System Cleaning Specialist (ASCS) on-site throughout service to supervise and coordinate the system cleaning. b. Report of overall condition of the HVAC system at the end of service to Facility Manager of Hawaii State Hospital as well as provide advice according to needs of the system. The Contractor shall provide the services required under the contract from December 27, 2024 to January 31, 2025 unless the contract is sooner terminated. HSH reserves the right to cancel this procurement or award at any time and for convenience by providing eight (8) weeks prior written notice to the Contractor.
