The Development Authority will make recommendation to the homeowner on the lowest responsible bidder. The Rehabilitation Contract will be between the Homeowner and the Contractor. The contractor will ensure that to the greatest extent feasible opportunities for training and employment arising in connection with this NYS CDBG-assisted project will be extended to lower-income project area residents.
