Replacement and Installation of Smoke-carbon Monoxide Combination Detectors Smoke-Carbon Monoxide Detector Project Meadow Creek Manor Village Green Complex Valleyview Village Apartment Complex Chambersburg & Waynesboro The project generally consists of the following.... a) Replacement of existing smoke-carbon monoxide combination detectors. b) Replacement of existing smoke detectors with smoke-carbon monoxide combination detectors. c) Installation of new smoke-carbon monoxide combination detectors where none currently exist. d. Supply and delivery of "spare" units. B. It is anticipated that the project will progress as follows.... a. General contractor will supply, deliver and install the specified equipment. b. Subcontracts are permitted provided they do not complete greater than 25% of the total project work. C. Smoke-Carbon Monoxide Detector Details a. Combination smoke-carbon monoxide detectors will be either... i. Battery only (10-year sealed battery) ii. Direct wired w/10-year sealed battery back-up) b. Approximate quantities i. 928 battery (10-year sealed battery) ii. 647 direct wired w/10-year sealed battery back-up c. First Alert is the preferred manufacturer; however suitable equivalent manufacturers will be considered. d. All units shall be from the same manufacturer, shall be readily available, and shall include 10-year sealed battery's. D. Basis of design information for each component is provided within the Supplemental Project Information Sectio The work performed under this contract is subjected to the requirements of Section 3 of the Housing and Urban Development (HUD) Act of 1968. The purpose of Section 3 is to ensure that employment and economic opportunities generated by projects funded by HUD shall, to the greatest extent feasible, be directed to low and very low income persons, particularly those who live in housing that is developed and/or otherwise assisted with HUD funding. Each bid must be accompanied by a bid guarantee in an amount equal to five (5%) percent of the amount of the bid price. Bid bonds may be issued by a Surety authorized to do business in the Commonwealth, or a certified good faith check drawn upon a bank authorized to do business in the Commonwealth. Due to the structure of the funding available, the Franklin County Housing Authority reserves the right to award the entire project, award the work in phases during multiple years, or award only a portion of the work to the successful bidder. Franklin County Housing Authority reserves the right to reject any and/or all bids and to waive irregularities in any bid. Award will be made to the lowest responsive and responsible Bidder, whose Bid meets or exceeds the criteria established within the Contract Documents. No bid shall be withdrawn for a period of sixty (60) days subsequent to the opening of bids. In the event that any bidder shall, upon award of the contract to it, fail to honor its bid and sign and return the contract and the other required documents, the good faith deposit provided for herein or the bond shall be forfeited to the Owner as liquidated damages. The successful bidder shall also be required to furnish acceptable Performance Bonding and Payment Bonding, each valued at 100% of the contract amount. Additionally, the successful bidder shall be required to carry various insurances, including Workers' Compensation Insurance for its employees, and will be required to provide proof of these insurances.
