Site work and paving for a mixed-use development in Jefferson, North Carolina. Completed plans call for site work for a road / highway; for paving for a road / highway; transportation facility; and transportation facility.

The intent of the contract is to provide for construction and completion, in every detail, of the work described. It is further intended that the Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies required to complete the work in accordance with the plans, specifications, and terms of the contract. Bid security in the form of a bid bond equal to 5% of the total amount bid is required. Contract security in the form of 100% Performance and Payment Bonds will be required. Written questions from prospective bidders will be accepted until January 9. 2025 at 5:00 pm. After that, no questions will be answered. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Notice is hereby given that the bid documents for this project contain a provision for participation by Disadvantaged Business Enterprise (DBE). This project has a goal of 2% of the total dollar value of the contract to be performed by DBE subcontractors. The DBE document contained within the specifications must be submitted with the bid and a 2% DBE participation indicated. Bids not containing this document are subject to disqualification. Liquidated damages of $2,000 per day shall be assessed against the contractor for each day the contactor exceeds the contract time during Phase 1. Liquidated damages for Phases 2, 3, and 4 shall be $1,000. Additionally, Liquidated Damages of $500 per hour shall be assessed against the contractor for each hour a closed runway is not opened by the agreed upon time. The maximum construction time allowed for the Project is 37 Consecutive Calendar days. Permitting the Contractor to continue and finish the work or any part of it after the time fixed for its completion, or after the date to which the time for completion may have been extended, will in no way operate as a waiver on the part of the Owner of any of its rights under the contract. ASHE COUNTY reserves the right to waive any informalities or irregularities in or reject any or all bids and to award or refrain from awarding the contract for the work, whichever is deemed to be in the Owner's best interest. Envelopes must be marked "Bid Proposal - APRON AND TAXI LANE REHABILITATION PROJECT and must have the bidder's North Carolina contractor's license number on the envelope.
