Reference Number 0000371078 Purchase Type: Duration: 1 year Option: (4) 1-year options The University of Colorado Boulder's (UCB or UCB-US) Utility & Energy Services group oversees two interconnected district energy plants that produce steam and chilled water for the Main Campus. Additionally, a third district energy plant produces steam and chilled water for Williams Village. Proper water treatment is a top priority as it leads to longer equipment lifespan and optimum operational efficiencies. The successful Proposer shall oversee all aspects of the water treatment program for the identified district energy plant equipment and provide technical services for the equipment and distribution systems throughout the campus. The water treatment program shall include preventive maintenance and corrective actions recommendations for all boiler systems, steam and condensate lines, cooling towers, and chilled water closed loop systems and shall include all chemical products, any required control and feed equipment and professional consulting services on an as needed basis. The expectation is that the successful Proposer will meet or exceed the current level of service. UCB performs daily water chemical checks and makes needed pump adjustments as required. UCB also orders the chemicals needed as testing reagents as part of this process. UCB is seeking a water treatment Proposer who shall furnish, install and provide all materials, equipment, treatment chemicals and technical supervision to provide UCB with a complete, properly controlled, continuous water treatment service for heating and cooling equipment located throughout the Boulder, CO campuses. We will only consider proposals from financially responsible chemical providers presently engaged in the business of providing water treatment chemicals for large institutional power plant facilities. The goals and expectations include the Proposer's ability to improve program safety and reduce risk/liability to the infrastructure being treated. Proposer must be able to reduce fuel and electrical consumption through improved heat transfer efficiency accomplished by minimizing scale, corrosion, fouling and microbiological growth, which create deposits on heat transfer surfaces throughout the utility systems. The awarded Proposer will also minimize repair and maintenance costs associated with replacement and cleaning of equipment due to scale, corrosion, fouling or microbiological activity. In addition, the awarded Proposer will reduce annual water treatment program expenses while maintaining the high quality of the water standards in clean heat transfer surfaces which are substantially free of scale, sludge, deposits settling in the bottom of equipment, corrosion and pitting controls, biological disease prevention and services currently in place on all equipment and systems while maintaining consistency and reliability within the plants to ensure 100% uptime. Lastly, the awarded Proposer will provide consistent evidence that the water treatment program meets the established and proven standards with specified reporting.
