Renovation of a water / sewer project in Marina, California. Conceptual plans call for the renovation of a water / sewer project.
The purpose of the Proposal is to demonstrate the qualifications, competence and capacity of Respondent to perform the work or provide the services described in this RFP, in conformity with the requirements of this RFP. The Proposal should demonstrate the qualifications of the Respondent and of the particular staff to be assigned to this project. It should also specify a specific approach that will meet the RFP requirements. In 1998 the Salinas Valley Reclamation Project facility came online producing tertiary water to irrigate 12,000 acres of edible food crops in the Salinas Valley. The SVRP facility is fed by PG&E on its own meter separately from the co-located Regional Treatment Plant and Advanced Water Purification Facility. At least twice since its original installation the 21kV equipment has experienced localized failure. In 2002 and again later in the 2000s a buss failure occurred necessitating partial replacement of equipment. Sometime between 2010 and 2020 a failure of one of the 21kV switchgear cabinets occurred. Unfortunately records from that time are not available other than a few pictures. Since that time the transformers have experienced severe corrosion and are at the end of their useful life. This project is intended to replace the existing 21kV switchgear, transformers, and buss duct equipment for SVRP. A project is currently in the bid phase to replace the 21kV switchgear for the Regional Treatment Plant. Recycled Water Committee Meeting February 20, 2025 As part of that project, an overhead line will be installed for the purpose of interconnecting the RTP, SVRP, and AWPF facilities to be fed from one incoming PG&E meter. Bids for that project will be opened at the end of March and a construction contract is anticipated to be awarded at the end of April 2025. The Project work covered under this RFP covers engineering services, including but not limited to: - Project Management and Coordination - Site Investigation/Design Meeting - Preparation of 60% and 100% plan, specifications and estimates Question Deadline 01/31/2025 Questions regarding this RFP must be received in writing via email to jennifer@my1water.org. No questions will be answered by telephone. All questions properly submitted will be answered in writing and questions and answers will be shared with all the interested firms. The replacement of the SVRP electrical system will require significant planning efforts to ensure that the cutover time is minimal and that the facility is able to remain in operation at all times. The objective of this design work is to streamline installation, minimize downtime, and enhance the overall resilience of the facility. The engineering design consultant must coordinate and take direction from M1W Utilities and Engineering Departments to ensure successful installation, start up and commissioning of the new switchgear. The successful consultant will include both surveying and geotechnical tasks in their proposal as needed. SCADA integration and coordination with other onsite electrical projects will also be necessary. Following award of the contract, the Consultant will be required to establish and maintain an aggressive, schedule. The Consultant should include a detailed schedule, including critical path tasks and key milestones toward achieving the schedule goals, as part of the proposal submitted to M1W. M1W intends to initiate this project on March 1, 2025, anticipating design completion by early fall 2025. M1W will have the option, at its sole discretion, to extend the agreement for an additional time period. The method of Contractor Selection has not been Determined at this time.
