The Housing Authority of the County of Yolo (YCH) owns and operates twelve (12) Public Housing Development at six (6) separate locations in Yolo County with a total of 431 housing units (see Exhibit A for the specific list of properties and locations and Exhibit B for anticipated work performed at the locations). The scope of work requires making a determination and preparation of all necessary documentation in accordance with 24 CFR part 58, as to the impact on the environment of all covered activities, as defined by YCH related to capital fund program. The RFP will occur throughout the County of Yolo and will include a variety of project types. The respondent must be prepared to provide whatever level of Environmental Review is warranted and required by the circumstances of each particular project. They may include a determination that the project is exempt, categorically excluded, and requires a statutory checklist, an Environmental Assessment or an Environmental Impact Statement. The work required by the RFP will not be deemed complete until such documentation is in place, as determined by YCH. This determination will include the Environmental Review being signed off by the HUD Certifying Officer [24 CFR 58.2(a)(2)], YCH receiving an authority to use capital funds from HUD and Request for Release of Funds. The Consultant will be responsible for communication with the California State Historic Preservation Office (SHPO), HUD, and any other entity with legal or regulatory authority over the Environmental Review process. The environmental report needs to be completed and approved by the responsible jurisdictions (County of Yolo - Yolito, Ridgecut, and Vista Montecito, City of West Sacramento - Las Casitas, Riverbend Senior Manor I & II, and City of Woodland - Yolano Village and Donnelly Circle) no later than February 28, 2025 Technical questions regarding Proposal All questions regarding this RFP should be submitted in writing via email to YCH Procurement Analyst, Nesar Rasekh, by Monday, January 6, 2025 , 06:00 PM CST Housing Authority of the County of Yolo 147 W Main Street Woodland CA, 95695 nrasekh@ych.ca.gov YCH reserves the right to accept or reject any and all proposals, to waive any irregularities in any proposal process, and to make an award, or multiple awards, of contract in any manner in which YCH, acting in the sole and exclusive exercise of its discretion, deems to be in YCHs best interest. The award of the contract will not necessarily be made to the firm offering the lowest price. YCH reserves the right to accept or reject any and all proposals, to waive any irregularities in any proposal process, and to make an award of contract in any manner in which YCH, acting in the sole and exclusive exercise of its discretion, deems to be in YCHs best interest. Negotiation may be conducted with offerors. The award of the contract will not necessarily be made to the firm offering the lowest price.
