The Central Lake County Joint Action Water Agency provides water to 285,000 people in the following communities: 1. Lake Bluff 2. Knollwood/Rondout 3. Libertyville 4. Mundelein 5. Vernon Hills 6. Grayslake 7. Round Lake 8. Round Lake Park 9. Round Lake Beach 10. Round Lake Heights 11. Wildwood 12. Gurnee 13. Grandwood Park 14. Lindenhurst 15. Lake Villa 16. Fox Lake Hills 17. Wauconda 18. Volo Water is delivered to a below grade structure(s) in each of these communities through the following types of pipe: Prestressed Concrete Cylinder Pipe (PCCP) ranging from 12" up to 48" diameter and 30 miles in length. Ductile Iron Pipe (DIP) ranging from 6" to 30" in diameter and 20 miles in length. PVC and fPVC ranging from 12" to 20" in diameter and 2 miles in length. In addition to water main, the Agency maintains more than 100 butterfly valves of various sizes, more than 100 blow-off stations and more than 150 air release/intake stations. The Agency also maintains facility piping such as storm and sanitary sewers. Typical repairs are to replace corroded bonnet or flange bolts but repairs may also include up to 48" diameter joint welds, weld-on repair clamps, removal and installation of up to 48" pipe in casings or replacement of failed fittings or pipe. In cases that involve PCCP repair, field engineers from Thompson Pressure Pipe may be consulted prior to repair. The role of the welder has proven critical to the success of past repairs. Some repair welds have leaked resulting in unacceptably long shutdowns required to repair the weld. No visible leakage of any type or volume is acceptable. Therefore, only the most experienced and skilled pipefitter welder should be used. CLCJAWA does not own excavating equipment and depends on contractors for this type of work. The scope of work includes approximately five scheduled repairs, services as needed and emergency response service. All interruptions of water flow are minimized to the greatest extent possible. Repairs are made with every effort to protect water quality at all times. On any repair requiring a service interruption work shall not be halted until completion unless authorized and or required by a CLCJAWA representative. All required equipment shall be onsite and may require rotating shifts for employees to ensure work is completed in a safe and timely manner. Response times are extremely vital to get water flowing during a emergency repair. The contractor shall respond within 1 hour and be on-site within 2 hours of contact to inspect the site to ensure all equipment and safety measures are accounted for. Contractor shall be available 24 hours a day, 7 days a week due to emergencies. Restoration of repair site shall be completed as soon as possible after the repair has been completed. For road and ROW restorations the contractor shall abide by all governing agency requirements. In evaluating contractor qualifications, the following items will be considered. Please provide information addressing these items to aid in our evaluation. 1. Contractor water main installation experience including familiarity working with 48" diameter and smaller PCCP pipe, DI pipe and PVC pipe. 2. CLCJAWA and our wholesale communities' experience with the contractor. 3. Welder(s) affiliation and certifications. 4. Specific examples of welders experience with pipeline sizes and materials used by CLCJAWA. We require the most experienced and skilled pipefitter welders. 5. List of pertinent projects and references. 6. Geographical location proximity to CLCJAWA system. 7. Equipment inventory. 8. Anticipated contractor response time and ability to respond to emergencies quickly. 9. Hourly rates (on attached form). 10. How rate is paid, are rates based on partial day or full day 11. Total staff size. 13. Years in excavation business. 14. Other pertinent information provided by the Contractor
