The City of Sugar Land is seeking Qualification Statements from engineering firms capable of demonstrating the necessary resources, experience, and qualifications to provide comprehensive drainage infrastructure design and construction phase services. The purpose of this Request for Qualification (RFQ) is to select two firms/teams to enter into contract services to assist the city with the design and overall implementation of the two proposed drainage projects, Windmill Drainage Improvement and Hillstone Drainage Improvement. Only firms submitting for this RFQ and meeting qualifications based on the scoring results from the selection committee will be considered for the projects. A comprehensive drainage study was completed in 2018 for the areas of the Austin Park, Settlers Grove, and Chimneystone subdivisions, following the impact of Hurricane Harvey. The study identified several areas prone to excessive street ponding during major storm events. The proposed design projects address these issues through storm sewer improvements and pavement replacement along the installation corridors. The proposed storm sewer will interconnect with the existing storm sewer system and discharge into the Chimneystone drainage channel in the area. The design modifications to meet the City's current design and performance-based criteria will improve stormwater capacity flow and address the ponding situation during major storm events. Firms interested in this project are expected to demonstrate substantial experience and knowledge in projects with similar scope and complexity, including drainage improvement, drainage studies, hydrologic and hydraulic analysis and modeling, stormwater modeling, traffic control design, and roadway design and rehabilitation. Additional responsibilities will include but are not limited to, surveying, geotechnical engineering services, coordination with governmental agencies and others, utility coordination, utility relocation (if necessary), environmental assessment and permitting (if necessary), ROW acquisitions (if necessary), preparation of bid documents and final cost estimates, as well as providing advertisement and bid phase services, and construction administration. The method of Contractor Selection has not been Determined at this time.
