The County reserves the right to request clarifications or additional information from any offeror. Specific questions may be addressed to each of the offerors as applicable. The County reserves the right to accept or reject any or all offers, to waive irregularities and technicalities, and to request clarifications or additional information from offerors. LINING METHOD 1 - CIPP (CURED IN PLACE PIPE) SCOPE OF WORK A. Work under this section includes furnishing all liners, labor, tools, equipment, and materials and performing all operations and installations in connection with lining and trenchless reconstruction of existing sanitary sewer lines in the sizes and thickness indicated on the Pricing Table by use of an approved Cured-in-Place Pipe (CIPP) liner system in conformance with the Contract Documents, Work Assignments, and as directed by the County. B. All lining material shall be suitable for use in sanitary sewer systems. C. Pipelines to be rehabilitated may be located in backyard easements; or in light traffic subdivision roadways, collector roads, or highways, which will require Maintenance of Traffic (MOT) plans conforming to Florida Department of Transportation and Sarasota County requirements. D. It is anticipated that pipelines to be rehabilitated will only need light cleaning, removal of protruding service/laterals, root removal, and by-pass pumping to successfully install the liner system. The Contractor shall be responsible for all materials removed from the lines and shall properly dispose of materials in accordance with appropriate regulatory agency requirements. E. The Contractor shall be responsible for any spills during any by-pass operation and pay any and all fines, fees, property damage, environmental damages, and cleanup coststhat are associated with the spills. LINING METHOD 2 - PVC EXPANDED-IN-PLACE SCOPE OF WORK A. Work under this section includes furnishing all liners, labor, tools, equipment, and materials, and performing all operations and installations in connection with lining and trenchless reconstruction of existing sanitary sewer lines in the sizes and thickness indicated on the Pricing Table by use of an approved polyvinyl chloride (PVC) Expanded-in-Place (Fold and Form) liner, in conformance with the Contract Documents, Work Assignments, and as directed by theCounty. B All lining material shall be suitable for use in sanitary sewersystems. C. Pipelines to be rehabilitated may be located in backyard easements; or in light traffic subdivision roadways, collector roads, or highways, which will require Maintenance of Traffic (MOT) plans conforming to Florida Department of Transportation and Sarasota County requirements. D It is anticipated that pipelines to be rehabilitated will only need light cleaning, removal of protruding laterals, root removal, and by-pass pumping to successfully install the liner system. REPAIR SLEEVE AND JOINT REPAIR SCOPE OF WORK A. Work under this section includes furnishing all labor, tools, equipment, and materials, and performing all operations and installations in connection with the trenchless repair of sanitary sewer line sections by installing a resin impregnated flexible tube section (CIPP), which is inflated in the existing pipe at the point(s) of damage, to form a hard, impermeable, and smooth pipe within apipe. (Repair Sleeve). B. Work under this section includes furnishing all labor, tools, equipment, and materials, and performing all operations and installations in connection with the trenchless repair of sanitary sewer joints by pressure grouting and sealing of pipe joints. (Joint Repair) C. Pipe repair by open excavation will only be performed when and where directed and approved by the County, on an as needed or emergency basis. Any pipe repair by open excavation directed and approved by the County shall be considered additional work. D. The Contractor shall observe all standards of safety for confined space entry and chemical and steam usage as stipulated by OSHA, and other federal, state and local agencies. These include, but are not limited to, air quality monitoring, safety harnesses and equipment, air/oxygen breathing apparatus, the wearing of chemical resistant safety suits where applicable, and minimum number of workers on the job site. The Contractor shall comply with the manufacturer's Materials Safety Data Sheet (MSDS) for the products used under this section. E. Work shall include cleaning and surface preparation of the pipe sections to be repaired, and the proper disposal of all debris resulting from the cleaning process. F. Repair of any mainline or lateral line damage occurring during the pipe repair process shall be the responsibility of the Contractor. G. By-passing of system flows may be required during the repair process.
