Site work and renovation of a civil project in Castle Pines, Colorado. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

Rehabilitation of six (6) mixed media gravity filters, including replacement of media, troughs, underdrains, demolition of surface wash system and addition of an air scour system, structural repair and recoating of tankage. The project also includes addition of blowers, coating all pertinent treatment plant floor surfaces, lining effluent piping, and limited associated electrical work. Preconstruction services include potholing of filters for condition assessment, cost models, constructability reviews, equipment pre-procurement, and more. The deadline for Questions and Comments is 4:00 pm, March 20th, 2025. The projected project award date is April 28th, 2025. The District reserves the right to reject any proposals, or to accept that proposal or combination of proposals, if any, which, in its sole and absolute judgment, will best serve the District's interest under all circumstances. No proposal will be accepted from any firm, person, or corporation, who is a defaulter as to surety or otherwise, or is deemed incompetent, irresponsible, or unreliable by the District Board of Directors. No bids will be considered if received after the time indicated above. The Owner desires construction to begin in October 2025 ; Schedule to achieve substantial completion by June 2026. Conceptually the design of the Filter Rehabilitation Project includes the following: o Removal of the existing raw water air blower piping and blowers; o Installation of two (2) new air blowers and air scour piping to the filters; o Removal and replacement of existing under drains with new low profile under drains; o Removal and replacement of existing influent and backwash troughs with new influent and backwash troughs; o Removal and disposal of existing media (the Owner will complete material testing of existing media ahead of Construction Phase); o Structural repair and recoating of the concrete surfaces inside of the filters; o Coating of WTP floor surfaces with epoxy coating; and o Ancillary structural/mechanical items like recoating work, and sky light replacement. Project risks have been identified as: o Schedule to achieve substantial completion by June 2026; and o Unknown existing structural and coating conditions in the filters. The District operates a five (5) MGD direct filtration water treatment plant that was originally constructed in 1988. Since then, the CPN WTP has undergone two expansions resulting in a facility with six (6) mixed media filters with a total nominal capacity of five (5) MGD. Filters #1 and #2 are designed for a maximum capacity of 750 gpm, and Filters #3, #4, #5 and #6 are designed for a maximum capacity of 540 gpm. Sodium hypochlorite is dosed upstream of the filters to oxidize iron and manganese prior to filtration. The existing filters consist of an underdrain system, mechanical surface agitator, influent and effluent troughs, mixed media, and a backwash system. The existing mixed media consists of different diameter gravels, garnet, sand, and anthracite. To date the filters have had minor repairs to maintain operation but have not been upgraded since their original construction. In addition to rehabilitating the existing condition of the filter, the District would like to upgrade the internal filter equipment and install a media with a higher rated capacity to increase the overall WTP capacity from 5 MGD to 7 MGD, to meet future demands.
