Reference Number 0000392434 Bid Intent Not Available This RFP requests CM services within a CM/GC contract to build a Diverging Diamond Interchange (DDI) at the Happy Canyon Interchange. CDOT, Douglas County, and the City of Castle Pines are project partners along with the design consultant, Jacobs Engineering. The project will build a new bridge to the north and remove and replace the bridge to the south, along with ramp improvements in all four quadrants. Construction would be expected to start in mid-2026 and wrap up in mid-2028. Question Deadline 07/31/2025 at 4:00 PM MT Questions are submitted online Yes Project Background _ The population of Castle Pines was estimated around 14,300 in 2022 and is anticipated to continue to increase significantly in the future as development continues in The Canyons, Lagae Ranch, and the Castle Pines Town Center. With these new developments, the City anticipates about 35,000 total residents by 2040. Additionally, these developments will add 2.9 million square feet of mixed-use and non-residential space to the existing City's commercial stock. The Castle Pines Parkway interchange (Exit 188) is the City's northern primary access to I-25. Happy Canyon Road (Exit 187) is the primary access point for the southern part of the City and unincorporated areas of Douglas County, including The Village at Castle Pines and Happy Canyon Estates. _ The Happy Canyon Road bridge across I-25 (Exit 187) was constructed in 1965 and needs to be replaced for safety reasons. Two years ago, the Colorado Department of Transportation (CDOT) rated its condition as Poor and Structurally Deficient with a Bridge Sufficiency Rating of 54.9. The interchange ramp intersections are unsignalized and Happy Canyon Road has one through lane in each direction across the bridge. Additionally, the on-ramps to I-25 are substandard and incompatible with safe merging onto the highway with a posted speed limit of 75 miles per hour. The 60-year-old interchange is inadequate to serve the future growth in the area. The City of Castle Pines, in partnership with Douglas County and CDOT, want to maintain momentum towards an interchange replacement project at I-25 and Happy Canyon Road. 11 _ Happy Canyon Road will connect to Canyonside Blvd, which will eventually connect to Crowfoot Valley Road. Crowfoot Valley Road is currently a heavily traveled arterial roadway and is anticipated to see a large increase in traffic due to development throughout Douglas County. Currently, motorists on Crowfoot Valley Road wanting to gain access to I-25 typically utilize Founders Parkway, resulting in heavy congestion which is expected to increase as development in the region continues. The Happy Canyon Road interchange will eventually provide additional access to I-25 for residents of unincorporated areas of Douglas County and Castle Rock and will help reduce travel demand and congestion on Founders Parkway. This additional future traffic volume on Happy Canyon Road from Crowfoot Valley Road further necessitates the need for improvements at the I-25 and Happy Canyon Road interchange. _ The City constructed a new roundabout at the intersection of Lagae Road and Happy Canyon Road in 2024 (City Project No. 2024-PW-001). The interchange improvements of this project will be required to tie into the new roundabout. _ The Happy Canyon Road bridge is nearing the end of its life and is structurally deficient. Traffic conditions at the interchange are expected to deteriorate to level of service F by 2040 if nothing is done to the existing interchange configuration. _ The City is currently finalizing Step 3 (System Level Study and Interchange Management Plan) of the Type 2 1601 process in coordination with CDOT for the interchange improvements. The currently recommended interchange alternative is a Diverging Diamond Interchange (DDI) While a DDI is currently the recommended alternative, approval of the System Level Study from the Type 2 1601 process does not pre-determine a preferred alternative. The Design team is moving forward with design development of the DDI (preferred alternative) while the NEPA document (Cat Ex) is being developed. _ It is anticipated there will be overlap with the final design contract and the current Type 2 1601 process as the City finalizes Steps 3, 4, and 5. _ The City, CDOT and Douglas County are funding partners in this project. _ It is anticipated that full project design will be complete by August/September 2026, with possible phased construction starting earlier _ Full construction is anticipated to take 18 to 24 months _ There are two property owners where ROW/Permanent Easement acquisition is necessary. _ The project goals are provided in Section 1.2 of the RFP. The Integrated Project Team will focus on maximizing the project goals throughout the procurement, preconstruction, and construction phases of the project. B. Project Information and Definition _ The project is located partially within the City, and in unincorporated Douglas County. _ Specialty Work: Bridges will be required on this project. A new bridge north of the existing bridge will be required for vehicles traveling EB on Happy Canyon. This north bridge will also include a shared use sidewalk for pedestrians and bicycles. The existing bridge at its existing location will be replaced with new bridge for vehicles traveling WB on Happy Canyon. Starting on the west end at the newly constructed roundabout, the project then continues easterly with an intersection at the southbound I-25 on/off ramps, then crossing I-25 to an intersection on the east side at the northbound I-25 on/off ramps where it will tie into the Lariat Drive intersection Specialty work includes replacement or relocation of existing deer guards and wildlife fence, Specialty structural (retaining walls, piers, abutments, superstructure, etc.) construction work that minimizes time, is cost effective, and minimizes impacts to the traveling public. Maintaining effective stormwater management during and after construction will be important to minimize costs and effectively control sediment. Excellent coordination and planning with utility owners will be critical for relocation requirements. 12 _ Design work at the time the initial CM contract is awarded, a notice to proceed is anticipated to be given prior to the FIR plans are submitted to CDOT for review. It is desired to be at a point where the contractor can assist immediately with the bridge and retaining wall selection reports and provide input on other major design and construction decisions. _ Activities during preconstruction work include collaborating with the Design Team to utilize innovation to maximize design plans that provide for the most cost-effective project. This includes establishing a cost model to be utilized by the Design Team, contractor, and independent cost estimator (ICE). A minimum of three cost estimations will be required at certain design stages for the various construction packages yet to be determined. Cost estimations will be in an open book style where the contractor will be required to identify how estimates are completed. The proposer is required to provide details and define what 'open book estimating' means specifically for this project. A CAP for construction will be the end goal for all construction packages. _ There are no owner-furnished materials. _ Access to all residences and businesses must be maintained at all times. _ It's projected that individual early construction packages may be made available to assist with opening the project to traffic by mid of 2028. The contractor will need to work with the City and the Design Team during the design phase to assist in identifying the strategic individual packages. CAPs will be established for each individual package that is identified. _ Aside from working with the City, CDOT, FHWA the Design Team, and ICE, the contractor will likely need to coordinate activities with various regulatory agencies such as the Fish and Wildlife Service, utility companies, and more.
