No submitted bid may be withdrawn after the scheduled closing time for receipt of bids for a period of sixty (60) days. The work to be performed under this contract consists of furnishing all skill, labor, materials (unless noted otherwise), tools, equipment and incidentals required to construct complete, in place, and ready to operate sanitary sewer and water distribution systems in Glynn County and the City of Brunswick, Georgia. More specifically, the work includes, but is not limited to: Installation of a low-pressure grinder pump 2-inch and 3-inch force main system and an 8-inch watermain along Community Road and surrounding side streets as indicated in the plans. The force main and watermain will be installed by open-cut and horizontal directional drilling method. Force main laterals will be stubbed out at the property lines of each lot along the route. Existing water meters will be field located by contractor and connected to with new laterals from proposed 8-inch watermain. All associated mobilization/demobilization, demolition, tree removal, proper disposal of drilling mud and other fluids and materials, required staging and work areas, removal, disposal and replacement of unsuitable soils, dewatering, all joint materials, fittings, valves, hydrants, gaskets, adapters, and coatings, all testing, soil erosion and sedimentation control, maintenance of traffic (vehicular, pedestrian, and bicycle), complete project area restoration, adherence to all permit requirements including sampling and monitoring, project photographs and videos, as-builts and record documents, and all other work and appurtenances shown on the Construction Drawings and indicated or implied in the Contract Documents and Specifications, or required for the force main and watermain systems complete and ready for use. All responses to submitted questions will be issued via addendum to pre-bid attendees and posted on the JWSC website for reference. Contractor qualifications for this project are included in the Instructions to Bidders. A bid guarantee in an amount not less than five percent (5%) of the amount bid must accompany each bid. Acceptable forms of bid guarantee are a bid bond, certified check or cashier's check made payable to the Brunswick-Glynn County Joint Water and Sewer Commission. Performance and Payment bonds, each in an amount equal to hundred percent (100%) of the contract amount will be required of the successful Bidder. Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes it would not be in the best interest of the Project to make an award to Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner. Package exterior shall include Utility Contractor's License number and name on the package exterior. Bids should be clearly labeled as follows: ITB 25-005 "CONSTRUCTION SERVICES FOR COMMUNITY ROAD WATER AND SEWER EXTENSION - JWSC PROJECT NO. 2020". Late bid packages or packages received at any other locations will not be accepted.
