The purpose of this solicitation is to establish a contract for Habitat and Infrastructure Projects on private lands managed by the Department of Wildlife Resources through the Voluntary Public Access and Habitat Incentive Program (VPAHIP) in Southwest Virginia. These projects are located in Buchanan County, Virginia and Dickenson County near the town of Grundy. The VPAHIP is a grant through the Farm Bill and Natural Resource Conservation Service that provides incentives to landowners who allow the public to access their land for wildlife-related recreation. The VPAHIP also provides funding to enhance wildlife habitat and improve public access. DWR entered into management agreements with these landowners. These projects are designed to improve public access and enhance available wildlife habitat. The Commonwealth further reserves the right to reject any bid if the evidence submitted by, or investigations of, such bidder fails to satisfy the Commonwealth that such bidder is properly qualified to carry out the obligations of the contract and to furnish the goods contemplated therein.
