Site work and paving for a mixed-use development in Richmond, Virginia. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; water / sewer project; bridge / tunnel; road / highway; and road / highway.

The City of Richmond is accepting bids for the construction of the CSO Outfall 021, CSO Outfall 040#1 and CSO Outfall 015 Improvements project to provide general contracting services that include but are not limited to installation of erosion and sediment control measures and site security features, site work, construction of a new cast in place concrete regulator structure with gates, trash rack, hatches, orifice plate, yard piping and manhole work, electrical, instrumentation. and control work, and other specialties, as required for a complete project. Work to be completed within 420 consecutive calendar days after Notice to Proceed. The locations of the projects are as follows: CSO Outfall 021: 1400 Brander Street Richmond, Virginia, 23224 CSO Outfall 040#1 and 15: 2201 Riverside Drive Richmond, Virginia, 23225 Contract awardees are required to submit an MBE/ESB Monthly Compliance Report. This form must indicate all payments made to subcontractors during the period for which the City is being invoiced. You must also indicate on this form those subcontractors that are MBEs or ESBs. This form should be submitted directly to the Office of Minority Business Enterprise at City Hall. Vendors may call the Office or Minority Business Enterprise at (804) 646-3985 for clarification on the City's MBE/ESB participation or reporting requirements. Any bidder submitting a bid for a construction Contracts in excess of $100,000 shall submit to the City a bid guarantee of not less than five percent (5%) of the bid amount set forth in item 14 of the Bid Form. Such security may be a certified check or a cashier's check or a Bid Bond made payable to the Owner. The Owner may require bidders submit bid security for lesser bid amounts, however, this will be so stated in the Invitation for Bid. The City of Richmond will make the award to the lowest responsive/responsible bidder. The Department of Procurement Services reserves the right to conduct any test it may deem advisable and to make all evaluations necessary. The City of Richmond also reserves the right to reject any or all bids/proposals, in whole or in part, to waive informalities and to delete items prior to making the award, whenever it is deemed in the sole opinion of the City of Richmond to be in its best interest. The City also reserves the right to award in whole or in part; to one vendor or multiple vendors, whichever is deemed to be most advantageous and in the best interest of the City. The City of Richmond reserves the right to reject any and all bids. Prior to commencement of Work at the Site, a Preconstruction Conference shall be required. The meeting date shall be determined by the Construction Manager. The Construction Manager will notify the attendees of the meeting date. Question Deadline 02/13/2025 at 10:00 AM ET If any person contemplating submitting a bid for the proposed Work is in doubt as to the true meaning of any part of the proposed Contract Documents or discrepancies of any sort between existing conditions and proposed new Work, he must submit a written request for an interpretation through OpenGov. The person submitting the request shall be responsible for its prompt and actual delivery The work to be done under this Contract includes the following along with all appurtenant work for complete installation at CSO Outfalls 021, 40#1 and 015: 1.2. Statement of Work 1.2.1. General Informaiton The work to be completed under this Contract includes the following along with all appurtenant work for complete installation at CSO Outfalls 021, 40#1, and 015: A. The work at CSO Outfall 021 includes, but is not limited to, the following: 1. Installation of erosion and sediment control measures and site security features. 2. Dry weather flow bypass pumping. 3. Construction of a new cast in place concrete regulator structure with gates, trash rack, hatches, orifice plate, electrical gear and instrumentation, and controls to store additional wet weather flow in the Gordon Avenue Sewer. 4. Installation of a new manhole and piping and tying into an existing CSO structure. 5. System startup and training for all new equipment. 6. Cleanup, site restoration. 7. All other appurtenances and related work required to complete the project and as described and shown in the contract documents. B. The Work at CSO Outfall 040#1 includes but is not limited to the following: 1. Installation of erosion and sediment control measures and site security features. 2. Clearing of trees to accommodate temporary bike path adjacent to project site limits. 3. Installation of temporary bike path to the limits shown on the plans. 4. Dry weather flow bypass pumping
