Proposed construction for the Project will consist generally of: Sealing Concrete Streets in Sunset Hills Wards I & II. A list of commensurate streets can be found later in this Packet. Bid security in the amount of five (5%) percent of the Base Bid offered by the bidder as indicated on the Bid Proposal form shall accompany the bid submittal. Bid security shall be in the form of a bank draft or certified check drawn upon a responsible, solvent bank and payable to the City or a satisfactory Bid Bond executed by the bidder and by a good and sufficient surety authorized to do business in Missouri. The City intends to award a contract for the Project based on the bid that, in the Citys sole discretion, is the best and most responsive bid that best meets the interests and requirements of the City. The City reserves the right in the Citys sole discretion to reject any and all bids, to waive technicalities or deficiencies in any or all bids, to negotiate with any or all bidders or others for more favorable terms or prices, and to award a contract to other than the bidder submitting the lowest cost bid proposal, with or without negotiation. The City reserves the right not to open a sole bid. A "Notice to Proceed is anticipated within a month of project award by the Mayor and Board of Aldermen. Work shall continue uninterrupted according to the Specifications. This item shall consist of thorough cleaning with suitable tools designed for neatly cleaning and sealing existing joints and cracks in concrete and asphalt pavements, curbs, and driveway approaches. This work shall include blowing with an air compressor equipped with a heat wand to thoroughly clean all cracks and joints to be sealed, and the furnishing and installation of hot poured elastic-type crack sealer in accordance with the specifications. All pavement joints and all existing cracks are to be sealed within the limits indicated in the contract. Driveway to back of curb joints will also require cleaning, removal of expansion material, grass, and debris to a depth of 1/2 " and sealed flush with surface.
