As a general rule, the chapters are arranged in the chronological order in which they are to be needed. For example, Chapter A- Invitation to Bidders is necessarily first since a potential contractor will need to read the Invitation prior to considering whether he/she/it wishes to acquire Chapter B - Instructions to Bidders for purposes of completing Chapters C through G. Likewise, only after receipt of items C through G, can the City of Bethlehem determine the party, scope of work, and amounts to be set forth in Chapter H - Notice of Award and subsequent forms. The forms/chapters listed below are set forth in the following pages in the order listed. For the sake of clarity, each chapter is identified in the footer of every page and every page is numbered sequentially within each chapter.
