The capital improvement program contains items addressing public safety, public works, streets, storm sewers, facilities, grounds and recreation departments along with random projects. A review of the public safety department forecast includes replacing one ambulance each year to maintain a full operational fleet of eight ALS ambulances. This, city administrators said, will minimize breakdowns and expenses incurred from heavy usage and high mileage. The department is also recommending to replace five to seven police vehicles each year to maintain a fully operational fleet. Local Trending News The public works department is asking the legislative body to install or upgrade signals at locations throughout Bethlehem. Each intersection costs between $275,000 to $325,000. Potential new signal locations identified Tuesday night include East Boulevard and Linden Street; Butztown Road and Easton Avenue; Linden Street and Elmhurst Avenue; and Third Avenue and Union Boulevard. Upgrades are targeted for Stefko Boulevard and Gresham Street; Eighth Avenue and Union Boulevard; New and Market streets; North and Main streets; Center and Church streets, Center and Market streets; and Walnut and New streets. The department's budget is also recommending to replace one bucket truck every five years to maintain a full operational fleet. The mechanical bureau will determine which bucket truck will need to be replaced, regardless of age, based on warranty information, mechanical maintenance records and visual inspections. The streets department over the next five years has identified the Linden Street two-way conversion project to cost $2 million. Another two-way conversion project at Center Street is currently on a long-range plan and is looking for opportunities to move up the project. Stefko Boulevard was identified as one of the top 10 corridors on the city's high injury network. The project will modify Stefko to better support safe travel by every mode. The city advanced conceptual designs for the corridor this year and is pursuing project grants. The Stefko drainage swale is a major collector and conveyor of stormwater supporting a large portion of the city's eastern part. The swale from roughly Pembroke Road to Market Street exhibits erosion, sedimentation build up and vegetation overgrowth. A project is needed to upgrade the existing drainage path along with the addition of vegetation to control and improve the stormwater runoff. The project is planned to be constructed in three phases from downstream to upstream. Initial estimated costs are more than $1 million for the first phase, $1.5 million for the second phase and $8.425 million for the third phase. In that third phase, cost includes significant relocation of the swale which is currently being re-evaluated due to the prohibitive estimated costs. That revaluation is expected to reduce the cost to $4.5 million without the relocation of the swale. Administrators told City Council Tuesday night that the plan is flexible and many projects depend on the city procuring grants and outside funding. The meeting was informational and no action by council was taken. © Maranatha Broadcasting Co. Inc.
