Site work and paving for a civil project in Dover, New Hampshire. Conceptual plans call for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; road / highway; and water / sewer project.

INTRODUCTION Dover is the recipient of the Federal Highway Administration FY 2022 National Culvert Removal, Replacement, and Restoration Grant Program, also known as, the Culvert Aquatic Organism Passage Program (FHWA Culvert AOP Program). As part of the non-federal match to the Culvert AOP Program, the city has received funding through the NH Charitable Foundation Great Bay 2030 program (Great Bay 2030). The selected consultant shall assist the City in meeting the requirements of both grant programs. The City of Dover is requesting Qualifications / Proposals for engineering consulting services for the Bellamy River Fish Passage Restoration Project, Bridge Replacement. The project scope is comprised of design and permitting for the replacement of the Bellamy Road culvert. The Bellamy Road culvert was constructed in 1967 and consists of an 18-foot wide by 10.5-footrise steel elliptical culvert. A temporary reinforced concrete invert was constructed in 2004 as a result of the city receiving a Critical Bridge Deficiency letter from the NHDOT. As a result of the concrete invert, the culvert is perched above downstream water surface elevation, prohibiting aquatic organism passage. A 12" ACP sewer main and 8" AC water main span over the culvert. Any questions or inquiries must be submitted in writing, and, in order to be considered, must be received by the Purchasing Agent k.cragin@dover.nh.gov no later than seven (7) business days before the Request for Proposals due date and time. Any changes to the Request for Proposals will be provided to all Proposers of record. Performance/Payment Bonds. The Vendor shall provide the City with acceptable surety bonds guaranteeing the performance of the work (the performance bond) and the payment of all legal debts that may be incurred by reason of the Vendor's performance of the work The aforesaid performance and payment bonds shall also include any additions to or modifications of this Agreement and the contract amount. Planned Project Completion Date: June 30, 2026. Budget Period End Date: 30 months from Effective Date of Award. The City of Dover reserves the right to waive any formality, informality, information and/or errors in the proposals submitted and the right to reject any or all proposals at its discretion and to accept the proposal which will be in the best interest of the City; or to purchase on the open market if it is considered in the best interest of the City to do so.
