The Project consists of the removal and replacement of both the existing roofing and HVAC systems at Child Nutrition Services. The Owner, Norfolk Public Schools, will furnish the roofing materials for the project. The Owner will also furnish the HVAC equipment for the project. The Contractor shall substantially complete all work by the date stated in the Contract Documents. Final Completion shall be 30 days beyond the Substantial Completion date. Each bid shall be accompanied by a bid bond or guarantee of five percent (5%) of the amount of the bid, which shall be a certified check, cash escrow or a bid bond payable to the Treasurer of the Norfolk Public School district. The sureties of all bonds shall be of such surety company or companies as are approved by the State and are authorized to transact business in the District of Virginia. Such bid bond or check shall be submitted with the understanding that it shall guarantee that the bidder will not withdraw such bid during the period of 60 days following the opening of bids; that if such bid is accepted, the bidder will accept and perform under the terms of the Invitation for Bids and purchase order or contract. The bid guarantee will be returned upon award of contract. Norfolk Public Schools reserves the right to reject any and all bids in whole or in part, to waive any informality, and to delete items prior to making an award. The District reserves the right to inspect bidders physical facilities prior to award to satisfy questions regarding the bidders capabilities. The District further reserves the right to reject any bid if the evidence submitted by, or investigations of, such bidder fails to satisfy the District that such bidder is properly qualified to carry out the obligations of the contract and to provide the services and/or furnish the goods contemplated therein.
