Interested bidders shall comply with all requirements of the bidding documents. Written questions may be directed to Mario Tadeo, HPHA Project Engineer at the above address and fax number or emailed to Mario.D.Tadeo@hawaii.gov. Question Deadline 01/24/2025 question deadline changed from 01/31/2025 as per Addendum 1 All bids shall include the appropriate State General Excise Taxes. Bid security of five percent (5%) of the total bid amount is required. Request to withdraw a bid offer for any reason after bid opening may result in the forfeiture of the bid security. The HPHA may reject any and all bids and may waive any minor bid defects whenever the HPHA deems such action is in the best interest of the HPHA. The HPHA will determine the lowest responsive and responsible bidder. The award of a contract to the lowest responsible and responsive bidder is subject to the availability, allocation, and receipt of funds. Nothing in the bid documents shall be construed to obligate the HPHA to encumber a contract using funding sources not specifically budgeted for this purpose. The HPHA has the right to cancel this Invitation for Bid (IFB) if it is in its best interest.
