The purpose of this solicitation is to establish a list of qualified construction firms to support the District in restoring water service during system failures, and for as-needed repairs and maintenance. While the District's maintenance and repair crews work to keep the water systems operational, retaining qualified contractors with expertise in water utility infrastructure is essential for responding to system emergencies and executing specialized repair and maintenance work. The selected Contractor(s) will be responsible for providing the necessary equipment and staffing to perform repairs on pipelines and appurtenances as required. This includes addressing system failures, executing emergency repairs, and performing routine maintenance. The scope of work may involve tasks such as the replacement, repair, removal, demolition, and installation of both underground and above-ground piping systems, as well as related appurtenances. These services will be rendered on an as-needed or emergency basis to ensure the continued functionality and reliability of CVWD's Collections, Domestic, and Irrigation Distribution Systems. The District is seeking proposals from construction firms with demonstrated experience, qualifications, and the capacity to supply all supervision, labor, equipment, technical expertise, and safety measures necessary for pipeline repair services that meet the District's standards. The scope of work will vary depending on the specific needs of the situation, but generally includes, but is not limited to, the following: o Installing, repairing, or replacing pipelines made of materials such as concrete, PVC, ductile iron, CML&C, ACP, C900, VCP, cast iron, steel, and fiberglass resin, with diameters ranging from 4 inches to 96 inches. o Performing leak and concrete repairs on aboveground irrigation system appurtenances, such as division boxes, baffle stands, and meter stands. o Excavating, trenching, and backfilling of buried pipeline systems. o Repairing and replacing valves, tees, and other appurtenances, with sizes up to 42 inches in diameter. o Addressing issues related to corrosion, coatings, linings, bypass piping, bypass pumping, and drainage systems. o Providing temporary traffic control and performing tasks such as dewatering, shoring, slurry filling for pipelines (ranging from 4 inches to 96 inches), and pipeline abandonment. o Managing additional related appurtenances, including hydrants. The Contractor must be capable of responding swiftly and effectively to the District's needs, ensuring the timely repair, maintenance, and restoration of essential water service infrastructure PROJECT DESCRIPTION - The project involves entering into a an On-Call maintenance contract to mobilize as needed to remove, replace, repair, and install pipelines and appurtenances on the Collection, Distribution, and Irrigation Distribution Systems. The appurtenances may include, but are not limited to pipelines, valves, hydrants, meters, baffle stands, or the repair of leaks, slurry-filling, dewatering or abandonments of pipelines. The maintenance activities will be strategically planned by CVWD as needed to ensure the reliability and conveyance capacity of our various systems. The three systems vary in age, with the Irrigation Distribution System being more than 70 years old and nearing the end of its useful life. As such, repairs have become more prevalent and are often more difficult to repair. Questions regarding the Request for Proposal shall be submitted through online. Q&A Deadline 01/22/2025 2:00 PM (PST). CONTRACT PERIOD - It is anticipated the District will enter into Contract's with two or more qualified construction firms. Each contract will include a base term (contract execution - February 28, 2026) and four (4) additional 12-month option terms, exercisable at the sole discretion of the District, with no obligation by the District to issue any specified amount work. PERFORMANCE AND PAYMENT BONDS - Bidder(s) awarded a contract will be required to furnish performance and payment bonds, each in an amount equal to one hundred percent (100%) of each Task Order price issued under the agreement. Each bond shall be in the forms set forth herein, shall be secured from a surety company that meets all State of California bonding requirements, as defined in California Code of Civil Procedure Section 995.120, and that is a California admitted surety insurer. AWARD OF CONTRACT - The bid shall be awarded upon issuance of a District Contract, which shall include the Contract Documents by reference or attachment. The District intends to select and enter into agreements with up to two (2) or more most qualified firms to provide the described services. The District reserves the right to issue such addenda to the RFP as it may desire at any time prior to the time for receiving bids. The number and date of each addendum shall be listed on each bid in the space provided. DISTRICT RESERVATION OF RIGHTS - The District reserves the right to reject any or all bids, to waive any discrepancy, technicality or informalities in a bid or in the bidding process, and to make the award in any manner determined by the District to be most advantageous to the District.
