A-105 GAINESVILLE, FL 32601 Email: benefieldma@gru.com Phone: (352) 393-1252 Question Response Deadline: January 24, 2025, 3:00pm There will be no pre-bid meeting for this solicitation Summary The Plant outage is currently scheduled for 02/25/2025 through 03/23/2025. As is standard with outage procedures, the Contractor should plan for approximately four (4) days on both the front end and back end of the outage period for shut down and start up activities. Therefore, the Contractor shall assume they will have nineteen (19) working days with the cooling tower isolated and the cold water basin drained. The Contractor should understand that these dates are subject to change, but the number of working days with the cooling tower offline should remain largely unchanged. The Contractor shall perform the following repairs in all eight (8) half-cells of the cooling tower. 3.2.1.1 Replace Distribution Boxes Remove and replace the existing 4'0" x 8'0" pre-molded distribution boxes with a new FRP distribution box of the same size. There is one (1) distribution box per half-cell. The Contractor shall salvage and reinstall any grating affixed to the existing distribution box that is present for personnel access. This shall include all new 316 stainless steel hardware. The design of the distribution box shall comply with the following specifications: A) The distribution box cover shall sit on a frame or tray. B) The tray shall have "feet" that hold the frame approximately 3" off the hot water basin panels. C) Inside the frame are to be baffles spaced approximately 3" apart. D) The distribution box cover, which shall be slightly larger than the support frame, will sit over the tray and have framing to hold the cover off of the frame. E) The tray should be secured into the primary cooling tower structure and not just the hot water basin panels alone. F) The cover should then be secured into the tray. 3.2.1.2 Reseal Distribution Valves Reseal the existing 16" distribution valves between their discharge and the attachment point to the new distribution boxes. There is one (1) valve per half-cell. The valve body will need to be cleaned with a wire brush and wiped with acetone to ensure that the new caulking will properly adhere. The Contractor must plan this work accordingly to give the caulking proper time to cure based upon the manufacturer's guidelines, prior to the cooling tower returning to service. The Contractor is asked to provide polyurethane caulking (i.e., Vulkem 116 or equal). This is to include new FRP structure as may be needed to properly seal this location, accounting for the elevation difference between the distribution box and the valve. This shall include all new 316 stainless steel hardware. 3.2.1.3 Install Velocity Breakers Supply and install new 2" FRP angle velocity breakers around each distribution box. These velocity breakers are to be placed approximately 2'0" from the distribution box around all four (4) sides of the box. The Contractor shall work around existing interferences as needed to install these velocity breakers and secure them into the hot water basin panels. For areas where the distribution box is too close to the curb to place a velocity breaker, breakers may be omitted. This shall include all new 316 stainless steel hardware. The Contractor shall make the following repairs to resolve sagging of the crossover header pipe in the four (4) West half-cells. 3.2.2.1 Level & Support Crossover Header Pipes Level the existing 16", woven FRP crossover header pipes that have begun to deflect by cutting the pipe near the West half-cell distribution boxes and rewrapping the pipe once it is supported with a new FRP saddle at the column line near the inboard curb. Pipe wraps shall be performed in accordance with CTI STD-154, Section 4.4. This is to include gel coat for UV protection of the pipe. The Contractor shall submit their pipe wrap procedure for review and approval prior to beginning work. This new saddle support provided by the Contractor shall comply with the following specifications outlined below. This shall include all new 316 stainless steel hardware. A) The saddle shall bolt into the columns on either side of the pipe. B) The saddle design shall not be one-sided (i.e., only bolt to one (1) face of the columns). It shall consist of two (2) main support components, one (1) each bolting onto opposite faces of the columns. C) The saddle shall encircle 180 degrees of the pipe and will provide a 3" wide bearing surface at a minimum. D) The saddle shall incorporate a neoprene pad between the bearing surface of the pipe and the saddle. This neoprene pad shall be secured into the saddle with 316 stainless steel hardware to avoid displacement. 1.2. Background The J.R. Kelly Generating Station utilizes a four (4) cell, mechanical draft, crossflow cooling tower to support power generation at the Plant. The cooling tower is a 600 Series Model originally constructed by SPX Marley and the primary structure was converted from wood to FRP ("fiberglass reinforced plastic") in 2008. The purpose of this project is to resolve issues with the distribution system that are negatively impacting the performance of the cooling tower. This is to include replacement of distribution boxes, resealing of distribution valves, installation of new velocity breakers, and repairs for the sagging crossover header pipes.
