Reference Number 0000372399 - Bid Bond 5 % - Performance Bond 100 % - Payment Bond 100 % Dallas County is issuing a request for proposals for a construction-manager-at-risk to provide pre-construction and construction services for the renovation of the historic Old Red Courthouse. The construction-manager-at-risk (CMAR) will be contracted directly with the County and is expected to provide assistance to the County and its representatives prior to construction; offering budget, schedule and constructability advice during the project planning and design phases. The CMAR then converts from an advisory role to the contractual role of the general contractor. The 1892 Dallas County Courthouse, known as Old Red, is the most significant historic building remaining in Dallas. Its history is representative of the history of Dallas, displayed in unique and beautiful architecture. The fact that it has survived in one of the fastest growing metropolitan areas in the country is a tribute to this community and the preservationists who have labored for years to preserve it. For the future of the County and the representation of all the citizens of Dallas County, this project intends to revive the structure by updating the facility to meet the current building codes and sustainability standards, ensuring ADA accessibility, quality space planning, etc., while preserving the beauty of this unique and iconic architectural structure. This iconic building represents the past, present, and future of Dallas County, with a focus on the past and the significant historical value of this building. The renovated structure will allow the 5th District Court of Appeals to relocate from their current location in the George Allen Courthouse to the renovated Old Red Courthouse. A key component of this project involves the construction of an underground pedestrian tunnel below Commerce St. This pedestrian tunnel will connect the underground parking garages of both the George Allen Courthouse and the Old Red Courthouse. Renovation of this complex is expected to take several years. While the expense is significant, it is necessary to update and modernize this building for future generations of Dallas County citizens and employees. Design development drawings have been completed and represent approximately 65% completion toward a final and complete set of construction documents. The CMAR will utilize these drawings to further develop, along with the consultants, a methodology for: 1. Underpinning the deficient foundation system supporting the old courthouse superstructure. 2. Phasing the construction of a new pedestrian tunnel running beneath Commerce Street to connect the 2 underground parking garages. 3. Implementing the new building systems and finishes for the various floors. 4. Achieving the required ADA compliance for the entire structure. All pricing must be held for at least 120 calendar days.
