Reference Number 0000372250 The firm hired is to provide contract-related engineering and planning services, including but not limited to the following areas: Completion and in development of a citywide comprehensive safety action transportation plan report in accordance with the United States Department of Transportation's (US DOT) Safe Streets and Roads for All Program (see attached 2023 city SS4A grant summary exhibit A) and the city's 2019 Mobility Transportation Plan, 2050 Comprehensive Plan, Dallas County Mobility Plan and the North Central Texas Council of Governments ( NCTCOG) 2045 Transportation Plan. The estimated budget for this project is $200,000. Project scope to include performing a crash data analysis, identifying crash trends to create a High-Injury Network. Services shall include developing systemic safety needs and countermeasures based on crash analysis, feedback from the community, and areas of underserved communities. Project scope shall also include creating a list of transportation improvement projects and strategies directly tied to the identified safety concerns, including project timeline, project cost estimates (OPCC) and prioritization. Some key areas to considered in the community that have been identified for analysis and improvement include: Hickory Tree Road (Lake June to Bruton Road), Mckenzie Road (Pioneer Road to Mercury Road), Lake June Road from Spring Creek to Beltline Road and other roadways identified in the 2019 Mobility Plan and city's 2023 Safe Streets for All Grant program. Attend preliminary conferences and site visit with the City regarding the requirements of the project, as needed and hosting follow-up public engagement events for the community and stakeholders. Other special engineering services as needed including developing a method to measure progress over time, including reporting of plan progress and tracking reductions in fatal or serious injury crashes. Engineering Services must include work necessary to ensure that project will meet federal, state, and local laws, permits and regulations including USDOT TXDOT and NCTCOG requirements. All applicable design shall follow AASHTO guidelines for roads and bicycles, ADA guidelines and TAS guidelines and regulations. The purpose of the conference is to provide information regarding the City's solicitation process and to address any questions and concerns regarding the services sought by the City through this RFQ. All verbal responses to questions at the Conference are non-binding to the City, only responses to written questions that are responded to by the City of Balch Springs in written communications will be official. Oral instructions or information concerning the RFQ solicitation given by City staff or personnel will not bind the City and should not be considered authoritative when assembling responses.
