SCOPE AND BACKGROUND: Through this Request for Proposal (RFP) the Department of Buildings and General Services on behalf of the Department of Public Safety for the State of Vermont (hereinafter the "State") is seeking to establish a contract with a construction management firm to provide Construction Management Services (hereinafter the "CM") for Vermont Emergency Management (VEM) Acquisition and Demolition Projects. The State is working through VEM to implement a buyout program designed to voluntarily acquire flood damaged properties using state and federal funds. The State anticipates acquiring up to 100+ properties that were damaged by or are vulnerable to flooding. A list of current properties can be found in Attachment A1: VEM Property Listing. Please note that this is not the full list, additional properties will be added as they are sent to FEMA and receive an award. The HMGP Acquisition process is strictly voluntary, and any property owner may withdraw their application at any time, which may result in properties being removed from the list. All demolitions must occur within 90 days of a property being acquired by the State. Extensions may be granted by FEMA under extraordinary circumstances but are not guaranteed. All demolition activities must be notified to federal and state authorities as required prior to commencement. While site visits are not mandatory, they can be arranged upon request. PROJECT DESCRIPTION: The awarded respondent will be responsible for managing the following roles with input and assistance from State staff and stakeholders. Please note: the following is not intended to be an exhaustive scope encompassing all that will be required as part of abatement/demolition. Additional tasks and services may be required to complete the project as generally defined and respondents are expected to identify any missing items from the scope included within this RFP in their response and accompanying budget. Once a property is acquired by the state, there is a 90-day window to complete all services on the property. Extensions may be granted by FEMA under extraordinary circumstances but are not guaranteed. CONTRACT PERIOD: Contracts arising from this RFP will be for a period of two years with an option to renew for up to three additional twelve-month periods. The State anticipates the start date for such contract(s) will be March 1, 2025. See Section 5 - Project Schedule for specific proposed dates. The project is anticipated to begin as soon as this Contract is awarded with a preconstruction start date of approximately March 1, 2025, with a construction start date of approximately May 1, 2025, and a Project Completion date on or before July 30, 2025. QUESTIONS DUE BY: January 23, 2025 At the close of the question period a copy of all questions or comments and the State's responses will be posted on the State's web site at online. PROJECT BUDGET: The project estimate, which includes all pre-construction and construction services, costs and fees, General Conditions, Cost of Work, and project contingencies, is $5,444,000 for the current list of 85 properties in Attachment A1: VEM Property Listing, which is subject to change due to the nature of the buyout program and to FEMA awarding additional properties. Note: This estimate includes costs for abatement services for each property, which will likely not be needed for each property. STATEMENT OF RIGHTS: The State of Vermont reserves the right to obtain clarification or additional information necessary to properly evaluate a proposal. Vendors may be asked to give a verbal presentation of their proposal after submission. Failure of vendor to respond to a request for additional information or clarification could result in rejection of that vendor's proposal. To secure a project that is deemed to be in the best interest of the State, the State reserves the right to accept or reject any and all bids, in whole or in part, with or without cause, and to waive technicalities in submissions. The State also reserves the right to make purchases outside of the awarded contracts where it is deemed in the best interest of the State.
