Renovation of a municipal facility in Winnipeg, Manitoba. Design plans call for the renovation of a municipal facility.
New equipment should be selected with low GWP refrigerants ( < 750) as per the most recent Greening Government Strategy. Integrate new equipment into the existing BAS, provide new sensors, devices, wiring, etc. as required and upgrade programming and graphics as necessary. Consultant to prepare performance specification (matching Chiller #2 performance) to pre-purchase the chiller and to expedite the delivery of the new chiller prior design plans and installation specification. Investigate options to replace the existing 250 ton air cooled screw chiller (CH-1). Chillers 1 is beyond its useful life and has had substantial refrigerant leaks over the past few years. Despite enhancing the preventative maintenance plans on the chiller and conducting substantial repairs, there is no way to guarantee this chillers will not continue to leak. In response to the state of the chillers 1, its likelihood to leak, and ECCC interest, PSPC and BGIS discussed options for an urgent project. PSPC is planning a larger HVAC project (GOC1824329). However, there is no timeline for the PSPC HVAC project, PSPC has informed BGIS that it could be 2-5 years at least or even more. The building can cool adequately in hot temperatures with two reliable chillers. The building requires 3 circuits to cool the building effectively and 4 circuits in more extreme heat. This summer was a good test with temperatures going up to 40 degrees Celsius. The chillers are used for thermal comfort; all data rooms have separate cooling units. New equipment should be selected with low GWP refrigerants (<750) as per the most recent Greening Government Strategy. Chiller offloading is responsibility of chiller supplier. Chiller supplier responsible of securing the chiller (fencing, etc) until its installation takes place, visiting site periodically to ensure the chiller is in optimal conditions. Demolition of existing chiller and related components responsibility of installer. TIMELINE: An RFP for engineering has been awarded.
