Peters Township (Washington County) is seeking qualified professionals to assist in the preparation of the 2025-2026 Comprehensive Plan. The intent is that this Comprehensive Plan project will be an update to the Plan Peters 2022 Comprehensive Plan that was adopted on December 9, 2013. We believe the existing Comprehensive Plan adopted in 2013 is still largely relevant and Peters is seeking to validate much of the existing components of the plan, update relevant information as appropriate, and address issues not previously addressed through this update to the Comprehensive Plan. The Township's goal is to continue to build a strong and resilient Township that grows and develops in a meaningful way while also maintaining its status as one of the premier communities in the region. The Pennsylvania Municipalities Planning Code requires that the Township update its Comprehensive Plan every 10 years and regulates what items must be included in the plan. In 2013, the Township completed a lengthy Comprehensive Plan process with significant public engagement that resulted in the Plan Peters 2022 plan. In addition, Washington County adopted a county-wide Comprehensive Plan in September of 2023. It is the Township's intent that this update will build upon the success of the previous Comprehensive Plan by validating the vision, guiding principles and goals of the previous plan; updating demographics and maps; and be consistent with the County's new plan. Requests for Information (RFI) Deadline: No later than 4:00 P.M. ET on January 30, 2025 The Scope of Services lists major tasks as currently envisioned but does not attempt to be highly detailed. Although there are elements in the proposed Scope of Services that are particularly desirable, there is also generous room, and a desire by Township staff, for creativity by the Consultant(s) in the approach and methods employed. A complete Scope of Services and budget will be developed in consultation with the selected Consultant(s) based on the Township's needs and the Consultant's experience and capabilities. The proposed scope of services and deliverables are as follows, the RFP submittal should include the Scope of Services in chronological order, from first task to last, with the understanding that some will overlap. A. Public Input There should be a concerted and continuing effort to stimulate and obtain public input during the comprehensive plan process and to involve elected and appointed Township officials. There will likely be a need to meet with surrounding municipalities to discuss the cross-impacts that exist between our neighboring communities. The Consultant(s) will be responsible for organizing and facilitating public workshops, interviewing stakeholders, employing social media to obtain community input, meeting with surrounding communities, presenting research and drafts to various Township officials and staff, and addressing public ideas, comments, and concerns. The public includes, but is not limited to, residents, business owners, developers, elected/appointed officials, and community groups, clubs, and organizations. Attendance will be required at evening meetings. The exact number and purpose of meetings will be determined by Township staff with the selected Consultant(s). B. Existing Conditions Research and Analysis There should be an extensive amount of inventory, research, and analysis throughout the comprehensive plan process. The Township would like the consultant to utilize the Existing Conditions Analysis and Land Use map that was created as part of the Plan Peters 2022 plan and revise them, as needed, as part of an Existing Conditions Report. This report should examine the current conditions and issues in the Township, evaluate the status of the Township within the region, and conduct a market and demographic analysis. The market and demographic analysis is particularly important to the Township so that we may identify demand and make sound land use recommendations based on researched and observed characteristics and trends. The Consultant(s) should be capable of providing services including real estate and market assessment as well as demographic forecasting and analysis. If a sub-consultant(s) will be hired, please indicate who the sub-consultant(s) is and whether the sub-consultant(s) has worked with the primary Consultant(s) on comparable projects in the past. C. Education and Outreach The Township expects a substantial effort to educate the public. Topics to be covered include, but are not limited to, land use and zoning transportation and emerging trends in real estate, 4 demographics, and development. Creative and innovative methods of educating and involving the public should be proposed. D. Vision, Guiding Principles, and Goals The previous Comprehensive Plan, established an overarching vision for the Township, followed by a set of Guiding Principles and goals to provide direction in establishing recommendations and informing the implementation process. It is our opinion that the Vision and many, if not all, of the Guiding Principles and Goals are still valid. It will be the consultant's task to validate the Vision and determine which of the Guiding Principles and Goals need to be revised or if there should be any additional Guiding Principles or Goals. E. Future Land Use Map Update The Consultant(s) will be asked to review the Township's current Future Land Use Map prepared as part of the Plan Peters 2022 Comprehensive Plan and provide recommendations for changes or enhancements based on the Township's current Zoning Ordinance, development trends, and public input and outreach. F. Official Map The Consultant(s) will be asked to assist the Township in the development of an Official Map as authorized by Article IV of the Pennsylvania Municipalities' Planning Code in order to help implement the goals and community vision set forth in the Comprehensive Plan. This official map may include, but is not limited to: o Existing and proposed public streets, watercourses, and public grounds o "Public grounds," includes: parks, playgrounds, trails, paths and other recreational areas and other public areas sites for schools, sewage treatment, refuse disposal and other publicly owned or operated facilities publicly owned or operated scenic and historic sites. o Existing and proposed infrastructure improvements o Existing and proposed public parks, playgrounds, and open space areas o Existing and proposed Pedestrian ways and easements o Flood control basins, floodways, floodplains, and stormwater management areas It is envisioned that this will be a component of the Comprehensive Plan that will provide the necessary information to be utilized not only in developing aspects of the Comprehensive Plan and its Implementation Plan but will also lay the groundwork for the adoption of an Official Map through the processes established by the MPC. The actual adoption of the Official Map will be handled by Township staff as part of a separate project. G. Recommendations, Implementation and Action Steps An implementation plan has already been established as part of the previous Comprehensive Plan. The consultant will need to update this plan and subsequent action steps to include: o Establish clear and concise action steps that have definable and/or quantifiable results o Provide a framework and benchmarks to track progress during the execution of the Implementation Plan o Discuss assignment of responsibility for the execution and management of plan recommendations
