The City of Ottawa, hereinafter referred to as the City, is seeking offers from qualified contractors to provide all labour, equipment, and materials for the lining of building sewer and storm laterals in accordance with the specifications, terms and conditions of this Request for Standing Offer (RFSO). The Contractor will be required to undertake all work pertaining to lining building sewer or storm lateral pipes as requested. All work will be performed on an as and when required basis. Call-Up procedures as defined in section 1.6 of this document will be followed. The site-specific scope of work will be defined by the City. This RFSO is to be managed by the Linear Rehabilitation and Grants team, in the Infrastructure Water Services Department, herein referred to as the City. The building sewer or storm lateral liner shall be installed from a cleanout within the residence or from the mainline sewer and cover the length of the lateral pipe specified by the City. The contractor shall clean and prepare the lateral pipe and connection prior for lining to ensure proper bonding to the host pipe, in accordance with the preparation requirements from the manufacturer. The City will provide the address, requested length and onsite contact information of the liner to be installed. The Contractor will assess the feasibility of installing the liner. The City will have final authority on whether to proceed. The Contractor shall perform an onsite assessment to determine if lining is possible and if there are any obstacle in accessing the cleanout. The Contractor shall log all work and keep all associated documents and notes in a daily schedule. The Contractor is required to adhere to the following timelines: 1. Response to Lining Request: The Contractor must respond and schedule the work within 7 working days of receiving the request. 2. In-House Assessment: This assessment must be completed within 14 days, contingent upon homeowner availability. 3. Completion of Work: The requested work must be finalized within 45 days from the initial request date. 4. Extensions: Any extension to these time limits requires prior approval from the City. The proposed period of this Standing Offer is from the period commencing 1 March 2025 or the date of authorization, whichever is later, ending 28 February 2026 and may be further extended for two (2) optional one (1) year terms Commercial General Liability insurance issued on an occurrence basis for an amount of not less than $5,000,000.00 per occurrence for all sums which the Contractor shall become obligated to pay by reason of liability imposed by law upon the Contractor for damages arising out of or in connection with all operations of the Contractor, its agents, officers, employees or other persons for whom the Contractor is legally responsible relating to their obligations with the project. Such insurance shall include, but is not limited to, bodily injury, death and property damage including loss of use: premises, property and operations liability; products and broad form completed operations liability; blanket contractual liability; cross liability; severability of interest clause; contingent employers liability; personal injury liability; owner's and contractor's protective coverage; non-owned automobile liability; broad form property damage; occurrence property damage; employees as additional insured, medical payments.
