PROJECT DESCRIPTION: This Contract provides for the improvement of and cleanup of the former Whitmarsh Landfill (Site) under a Consent Decree with the Washington State Department of Ecology (Ecology) (project). Located within the City of Anacortes Shoreline Management. Zone, the project will include activities within the shoreline of Padilla Bay inner lagoon, Work will include but is not limited to installation erosion control measures, excavation of waste outside the landfill entrance and from within BNSF right-of-way; excavation and sloping the perimeter of the landfill; salvage of surface sand layer for reuse: placement. of all excavated material on the landfill to create a mound, back- fill of the excavation outside the entrance; installation and operation of a temporary dewatering system; installation of a passive landfill gas venting system; construction of a multilayer landfill cap system with geosynthetic clay liner laminated (GCLL) and lay- ers of imported earthen material; landscaping the slopes of the final with plants; installation of an irrigation system; construction of a crushed rock access road, instal lation of perimeter security fencing, and hydroseeding the site and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications. The time limit for physical completion of work is October 31, 2025. The Engineer's Estimate Range is $11,882,110 - $13,862,462. Contractor and all subcon- tractors shall have a contractor's license to work in the State of Washington.
